Division of Child Support Services
The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this, DCSS collaboratively provides case management tools, policy, performance, and operational assistance, and ongoing training to support counties in delivering the child support services program.
The State Enforcement Unit (SEU) exists to fulfill federal mandates for child support reform and state legislative mandates for automated case processing, and to provide excellent leadership and support to county child support enforcement units to foster continuous improvement in the effective and efficient delivery of child support enforcement services to families to become or remain self-sufficient. This unit is responsible for the design, development, implementation and operation of automated enforcement initiatives authorized in federal and state law.
These programs include, but are not limited to, reporting child support obligations to consumer reporting agencies, attaching workers’ compensation benefits, intercepting lottery winnings, gambling winnings, unclaimed property, state tax refunds, federal tax refunds and unemployment benefits, federal administrative offset of earnings, state offset of vendor payments, suspension of drivers, professional, occupational and recreational licenses, and seizing and encumbering financial institution assets.
The unit implements programs that have been previously authorized by law and continually seeks to find new automated enforcement collection initiatives. This work must be done while ensuring that private companies and clients are well served and that disputes are resolved in a competent and timely manner. This unit provides support to county child support enforcement units, credit reporting agencies, the lending community, lottery commission, Department of Labor, Division of Workers’ Compensation, Workers’ Compensation Insurance Carriers, Division of Motor Vehicles, Department of Regulatory Agencies, Department of Revenue, Treasurers’ Office, Colorado casinos and other external customers that interface with the State Enforcement Unit (SEU).

The purpose of this position is to:
- Act as a Subject Matter Analyst for two or more of the automated enforcement remedies;
- Answer a high volume of incoming inquiries from external and internal customers to investigate enforcement actions for non-payment of child support obligations;
- Provide guidance to 64 counties to maximize collections through the mass case processing initiatives;
- Investigate, provide advice, technical assistance and guidance to county, state, and private company users to solve operational and enforcement questions and to resolve issues or complaints;
- Analyze effectiveness of automated mass case processing in relation to the Division’s mission, vision and goals;
- Author and recommend continuous improvement strategies;
- Implement, maintain and evaluate child support enforcement performance pertaining to the various automated enforcement initiatives;
- Analyze the Automated Child Support Enforcement System (ACSES) to ensure it is working properly; and
- Interpret enforcement decisions based on case status, Federal and State law, Federal and State Rules, established policies and procedures and applicable business rules for each of the automated enforcement remedies.
