Commodity Supplemental Food Program Specialist
This is a statewide hiring freeze, non‑exempt position open to current Colorado residents. The effective start date will begin on or after January 1, 2026. The recruitment may be used to fill multiple vacancies.
The position resides in the Department of Human Services within the Division of Food and Energy Assistance (FEAD). The Food Distribution Programs unit administers USDA nutrition programs, providing more than $70M in food to alleviate hunger in Colorado. The Census Supplemental Food Program (CSFP), called Everyday Eats in Colorado, is one of these programs.

PrimaryJob Duties
- Interpret federal regulations, state policy, and USDA guidance memos to provide program guidance, training, direction and clarification to managers, sub‑distributing and recipient agencies, participants and the public.
- Author and implement the CSFP policy and procedure manual and SOPs.
- Maintain the state plan with the Food and Nutrition Services regional office and incorporate policy changes.
- Design, develop and implement program processes to allocate funding, food resources and oversight.
- Develop business strategies to improve contracted agencies’ program efficiency and effectiveness.
- Oversee annual distribution of CSFP USDA foods, including travel for site visits.
- Create contract Scope of Work for sub‑distributing agencies and coordinate with the Contract Analyst on annual distribution of federal administrative funds using a performance‑based contracting model.
- Develop systems, strategies and methods to evaluate attainment of CSFP goals.
- Work across state departments and divisions (e.g., Office of Aging, State Demographer’s Office, OIT and Communications) to address programmatic challenges.
- Create strategies to ensure eligible Coloradans access Everyday Eats in a way that meets 95‑100% of assigned caseload.
- Develop strategies to communicate CSFP information to agencies and the public.
- Analyze site‑level data to develop outreach strategies.
- Analyze demographic data and community assets to ensure client access to sites in high‑need areas.
- Submit monthly caseload reports to USDA.
- Gain a deep understanding of the client perspective and shape Everyday Eats to meet their needs and preferences.
- Design and implement program standards through interpretation of federal regulations, state policy, and best practices.
- Conduct management evaluations of sub‑distributing agencies and eligible recipient agencies, schedule MEs, evaluate agencies, communicate non‑compliance, and administer sanctions.
- Travel to agencies statewide to review compliance with federal guidelines.
- Implement corrective action plans for non‑compliance and monitor responses.
- Perform fraud investigations, identify program violations, and conduct on‑site interviews.
- Cooperate with the Office of State Auditor and USDA management evaluation processes.
- Identify subject areas needing training for contractors based on evaluations, feedback, and regulations.
- Develop strategies to communicate CSFP information.
- Create both in‑person and virtual on‑demand training for sub‑distributing and recipient agencies.
- Deliver presentations via webinars, conferences, and 1:1 sessions, including statewide travel.
- Seven (7) years of relevant experience in administering or supporting federal or state nutrition assistance programs, including interpreting regulations, monitoring compliance, and using data systems.
- Or a combination of related education (Nutrition & Dietetics, Public Health & Administration, Social Work, or Business Administration) and the required experience.
- Excellent verbal and written communication skills.
- Excellent organizational, prioritizing and project‑management skills.
- Strong judgment and decision‑making abilities.
- Advanced computer skills in productivity applications, databases and spreadsheets.
- Ability to balance federal and state guidelines with multiple stakeholder needs.
