Position OverviewThis position is located in the Specialized Business Group of the Department of Revenue (DOR) at the Lakewood Office/Hybrid. It reports to the use‑of‑force trainer/coordinator and is responsible for training on all use‑of‑force topics, legislative mandates, and DOR training requirements. The role serves as the subject‑matter expert (SME) for use‑of‑force and show‑of‑force incidents, ensuring that all training meets federal, state, local, and DOR requirements and mandates.
Additionally, the position acts as the department use‑of‑force investigator and staff authority for use‑of‑force/show‑of‑force investigations, updating training guidelines following investigative findings.
- Use‑of‑force training – makes decisions on training content, reviews best industry practices, and incorporates them into monthly training.
- Policy and procedure training – creates and trains on all policy and procedure updates for law enforcement in DOR, determining how changes affect members and tracking training completion.
- Blue Team and IA process – creates training related to Blue Team entries, specifically use‑of‑force, show‑of‑force, and excessive‑force incidents, and determines best communication methods.
- 80‑hour new‑hire and 40‑hour in‑service training – serves as SME for all topics taught at the 80‑hour new‑hire training and decides on students’ knowledge and acceptance of the material, including remedial training as needed.
- Conducts investigations of use‑of‑force events, evaluates policy and training effectiveness, and determines adjustments.
- Advises on training – determines if the training program needs adjustments to comply with policy or laws.
- Advises on policy – evaluates whether policy needs change or adjustment based on current or changing laws and events affecting peace officers.
- Plans and conducts complex investigations of administrative violations to ensure compliance with statutes, rules, and policies, determining legal and administrative actions.
- Backup course coordinator for the Office of Professional Standards (OPS) Training Specialist and SBG employees.
- Identify appropriate external training vendors based on employee feedback.
- Order training supplies.
- Seven (7) years of relevant experience as a law‑enforcement officer serving in a state‑certified capacity, with at least three of those years as a law‑enforcement firearms or arrest‑control instructor.
- OR a combination of related education and/or relevant experience in Criminology, Criminal Justice, Police Science, Law Enforcement, Law, Education Instruction, or a closely related field equal to seven (7) years.
- Successful completion of a background investigation and tax check prior to appointment.
- Must possess and maintain a valid Colorado Driver’s License at the time of application.
- Experience working with Colorado statutes and laws in a state regulatory environment.
- Verifiable PPCT (Pressure Point Control Tactics) instructor certification.
- Verifiable firearms instructor certification.
- One year or more of investigative experience in an internal affairs role.
- Verifiable MRDS‑certified instructor.
- Experience with policy drafting and implementation.
- Excellent communication and interpersonal skills.
- Diplomatic, patient, and able to maintain respectful environments during difficult conversations.
