The Systems Change Communications Specialist develops and implements the department‑wide organizational change management (OCM) strategy for eligibility and coverage changes related to H.R. 1, ensuring consistent communication across internal teams and external partners. This role equips and supports staff at HCPF, CDHS, and counties to adopt and use changes to business processes, systems, technology, and organizational structures.
Additional Responsibilities- Serve as the Department’s Staff Authority for OCM related to the implementation of community engagement (“Work”) requirements and other eligibility changes.
- Lead planning and execution of communications and readiness strategies to support successful implementation of H.R. 1 eligibility changes across key partners including counties, CDHS, and RAEs.
- Work closely with CDHS staff, eligibility workers, Department eligibility and system teams, and external contractors to align the “people side of change” with policy and system changes.
- Direct contractors and collaborate with counterparts at CDHS responsible for business process mapping, system requirements documentation, training, and OCM deliverables related to eligibility changes mandated by H.R. 1; review their outputs for accuracy, operational alignment, and policy compliance before Department approval.

- Option 1 – Experience Only:
Seven (7) years of relevant experience in organizational change management, public relations, corporate/professional communications roles, public affairs, and/or government relations. - Option 2 –
Education and Experience:
Combination of related education and/or relevant experience equaling seven (7) years. Education substitutes for experience on a year‑for‑year basis: associate = 2 years, bachelor = 4 years, master = 6 years, doctorate/juris = 7 years.
- Previous relevant state or federal experience.
- Excellent written and oral communication skills.
- Experience developing and implementing outreach strategies.
