About the Colorado Department of Local Affairs
The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

Position Overview
Under the mission of DOLA and the Accounting and Financial Services (AF) Division, this position performs a full range of financial and accounting functions relating to utilization of Cash, General, Re appropriated, and Federal funds for divisions and programs as assigned. This includes (but is not limited to) specific budgets and encumbrance setup for grants and associated reconciliations, payment approvals, financial reporting, fiscal year-end activities, and processing program and project closeouts.
This position serves as support to the Program Accounting group within AFS to offload heavy workloads among different program accountants in providing timely financial services to divisions and programs. In this role, the position provides accounting advice pursuant to generally accepted accounting principles (GAAP) and governmental accounting standards board (GASB) pronouncements, interprets State fiscal rules as they pertain to assigned duties, implements and monitors State and Federal administrative policies, and authorizes final approval to financial transactions for Department under authority delegated to the position by DOLA’s Controller.
The position authorizes expenditures of state and federal funds for goods, services, grant awards, and distributions in accordance with budgetary controls, reviews documentation and verifies the accuracy of funding and cost classification account codes, and pre-audits vouchers processed for compliance with State fiscal rules, administrative procedures, grant award requirements, and federal regulations.
