Legislative Liaison Contractor (SME)

The candidate must be local and a resident of Colorado. They must be available to work in person in Downtown Denver as necessary for hearings, testimony, and meetings. They must also possess seasoned Colorado Legislative experience and established connections with state legislators.

• Provide technical research and subject matter expertise to support leadership in the development of legislative proposals. (35%)
• Prepare technical briefing materials and draft testimony for committee hearings.
• Provide written recommendations for statutory or policy changes based on technical research.

• Track federal IT policies (FCC, NTIA) and assess impact on state infrastructure.
• Monitor agency-wide adherence to mandated technical requirements and draft compliance reports.
• Analyze industry trends to identify risks of technological obsolescence.

• Act as technical liaison for federal, tribal, and local government stakeholders.
• Align IT project proposals with available federal and state funding cycles.
• Provide professional mentorship and knowledge transfer to internal staff.

• Ensure deliverables are compatible with CORA requirements.
• Maintain professional lobbyist registration with the Colorado Secretary of State.
• Adhere to the NIGP and Codes of Ethics.

• Colorado residency and local presence.

• Experience in Colorado Legislative process with established connections to state legislators.

• Knowledge of federal IT policies such as FCC and NTIA.

• Familiarity with CORA, NIGP, and related ethics codes.

• Ability to work in-person in Downtown Denver as required.
