Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position, you can expect to be in the office three days per week. Employees must work within the state of Colorado on their off-site days.

In this position you can expect to work on site at the Webb Municipal Building at least three days per week.

Who We Are & What You’ll Do

The Department of Finance (DOF) is responsible for the fiscal health of the city. The DOF leads fiscal analysis and guidance, property assessments, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio.

The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.

The County Assessor serves as a senior executive within the Department of Finance and a key advisor to the Chief Financial Officer and the Mayor. This position provides strategic leadership the Assessment Division to align with a legal compliance, and public trust.

The Assessment Division locates, appraises and records all of Denver’s real and personal properties in accordance with the Colorado Constitution, state statutes and Board of Equalization procedures. The Assessor certifies valuations to all special tax districts and tracks values and annual tax increments within the City’s tax increment financing (TIF) districts. The division prepares and delivers the tax warrant to the Treasurer, maintains records on tax exemptions for seniors and other populations, generates value notices for all taxpayers and processes written and in-person valuation protests and appeals.

Property taxes are a “county function” and are governed by Title 39 Article 1 through Article 12 of the Colorado Revised Statutes. Unlike other counties, the accounting and disbursement functions are assigned to the DoF – Controller’s Office. Approximately, two-thirds of the property tax is collected on behalf of Denver Public School and other special districts.

Key Responsibilities
Lead the County Assessor Function

Value all real and personal property following valuation criteria as required by state statutes and the constitution, utilizing manuals and instructions issued by the Property Tax Administrator as well as commonly accepted appraisal procedures.

Determine the correct class for all property according to its use on the assessment date.

Notify owners of the property classification and valuation and the administrative remedies that must be followed if the owner disagrees.

Discover all property, both real and personal, and list such property in internal records, gathering information from the records of the clerk and recorder, examining building permits, physically reviewing property, and reviewing listings of businesses.
