SummaryThe Procurement Specialist position is a member of the center‑led Procurement Team supporting the Construction Business Function to achieve competitive advantage through applying best practices in supply management and driving overall business profitability. The Procurement Specialist will collaborate with construction project teams, engineering, estimating, legal, insurance, and other groups to procure services, materials, and equipment to support successful construction projects.
This role will be hybrid requiring a minimum of 3 days in office.
Requirements- Leads Request for Proposal (RFP) process, performs bid evaluations, and negotiates prices and contracts to include cost, schedule, scope, performance guarantees, specifications, and other legal and commercial terms favorable to RES.
- Builds strong internal and supplier relationships and assists in formalizing demand management requirements for project needs.
- May prepare Subcontracts and ensure that project‑specific requirements are captured. Identifies and compares redlines with proposed solutions and escalates to project teams and senior‑level procurement individuals for review and resolution.
- Advises on medium spend and low/medium risk scopes to project teams and identifies process challenges and improvement opportunities.
- Mentors Procurement Associates and works with other Procurement Specialists and Managers to affect the group positively.
- Builds relationships with the project teams to understand how equipment and materials perform per our construction means and methods. Understands which equipment and materials bring our program a competitive and strategic advantage.
- Makes recommendations for process improvement and continuous improvement initiatives.
- Arranges, tracks, and expedites the timely delivery of services, materials, and equipment to meet site expectations. Holds self and others accountable for meeting milestones.
- Coordinates with Engineering technical evaluation of proposals from material suppliers to support procurement.
- Tracks all PO’s (equipment during manufacturing, all material, etc.) and delivery to support site team.
- Coordinates and drives development and entries in the Project Procurement Plan to keep it up to date.
- Presents, supports, and leads‑by‑example with a safety and quality‑oriented attitude.
- Takes a proactive approach to the scopes being handled to ensure lead times and pricing are accurately communicated and identify the best path to market.
- Troubleshoots and trains internal Procurement staff and stakeholders on software use and best practices. Makes recommendations for process improvement and continuous improvement initiatives.
- Works with Health, Safety, Quality, and Environment (HSQE) group to evaluate subcontractors, implement safe practices, mitigate safety risks, and ensure subcontractors are prequalified before beginning on‑site work.
- Participates in required training and follows safety management system (SMS), quality management system (QMS), and environmental management system (EMS) procedures.
- Learns and actively drives the use of the various software platforms Procurement uses, including Business World, Procore, SharePoint, Hive World, ISN, and other resources.
- Follows safety and security procedures and determines appropriate action. Reports potentially unsafe conditions and uses materials and equipment properly.
- Bachelor's Degree in Construction Management, Business, Engineering, Supply Chain Management, or equivalent degree, or 3+ years of military/education/relevant work/field experience combination is required.
- ISM or CIPS certification is preferred.
- 3+ years' experience negotiating purchase orders and subcontracts is preferred.
