Position Summary - Specialist

Under direct supervision, plan and coordinate transportation and disposal of waste materials. Maintain all the waste management records necessary to comply with local, state, and federal regulations. Coordinate recycling program.

Position Summary - Sr. Specialist

Under general supervision, conduct, plan, and/or coordinate activities to establish and maintain compliance with local, state, and federal environmental regulations and laws. Develop operation and maintenance plans and monitor existing permits and plans to ensure Denver Water maintains compliance with the Air Pollution Control Division/EPA Clean Air Act (CAA) Regulations, the Water Quality Control Division/EPA Clean Water Act (CWA) Regulations, and the Solid Waste Division regulations/EPA RCRA Regulations.

This position does not have formal supervisory responsibilities over other employees.

Essential Duties and Responsibilities - Specialist
  • Perform SPCC (spill prevention control and counter measure) inspections, AST (above ground storage tank) and UST (underground storage tank) inspections at all facilities with USTs and ASTs (Metro area to Source of Supply locations).
  • Collect waste materials and determine viability of recycling or exchange. Sample, identify, and characterize wastes to determine the appropriate disposal method and site according to EPA, CDPHE and DOT regulations and criteria.
  • Assist in scheduling and coordinating contractors needed to perform recycling or disposal of materials. Assist in tracking payments to waste contractors.
  • Assist Denver Water facilities with proper hazardous materials and waste permitting and monitor existing permits and plans to ensure compliance. Provide Department Managers status reports and updates.
  • Conduct or coordinate inspections of waste disposal and waste recycling facilities for compliance assurance in order to minimize potential long‑ and short‑term environmental liabilities.
  • Maintain records regarding environmental activities and key performance indicators. Assist in the assembly of reports or other required documentation.
  • Assist in the evaluation of chemical releases to the environment and the selection of the proper clean‑up response.
  • Conduct asbestos, PCB and lead sampling. Inspect various reservoirs for sealants, cracks, and any unusual conditions.
  • Perform related work as required.
Essential Duties and Responsibilities - Sr. Specialist
  • Prepare chemical inventories for Denver Water facilities for reporting to the Colorado Department of Public Health & Environment (CDPHE), Environmental Protection Agency (EPA), Fire Departments, and local agencies.
  • Prepare and submit Emergency Planning and Community Right‑to‑Know Act (EPCRA) documents, Spill Prevention Control, and Countermeasure Plans (SPCC), Toxic Release Inventory reports, and Risk Management Plans (RMP).
  • Assist Denver Water facilities with proper permitting and monitor existing permits and plans to ensure compliance. Provide supervisors and department managers status reports and updates.
  • Arrange for and/or conduct environmental training and awareness classes for employee groups in a variety of environmental disciplines (Asbestos, SPCC, RMP, Waste Management, and others).
  • Properly characterize wastes or materials via sampling and analysis methods according to EPA, CDPHE and DOT regulations and criteria.
