This is a limited, fixed term full-time position for a minimum of 30 months (2.5 years) from date of hire.

The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $110,000 - $150,000/annually, based on experience and education. Location

The City and County of Denver supports a hybrid workplace model. This position will work from a job site (office) a minimum of three days per week. Employees must work within the state of Colorado on their off-site days.

Many divisions within DOTI, including the Right-of-Way Services (ROWS) Division, are involved in a broad range of exciting and complex projects, public space activities and uses, and engagement with a wide variety of stakeholders. The ROWS Division’s responsibilities include project plan review and permitting for capital infrastructure and private development; land use and shared mobility permitting; construction permitting and inspection; floodplain management;

land surveying; addressing; and standards and policy management.

DOTI is seeking a detail-oriented and collaborative Senior Engineer to join our team as a policy alignment engineer. In this role, you will lead efforts to ensure DOTI policies and procedures align with regulatory requirements governing land development approvals within Community Planning and Development (CPD) and the Denver Permitting Office (DPO). A key focus of this position is streamlining processes to support the timely and efficient development of affordable housing projects across Denver.

You will lead cross-departmental collaboration and engage with external stakeholders to identify and implement comprehensive policy and process improvements. This role will be critical in accelerating housing development and expanding access to affordable housing for Denver residents.

Over the past decade, the City and County of Denver has made significant strides in expanding access to affordable housing. From the creation of Denver's first dedicated affordable housing fund in 2016, to the formation of the Department of Housing Stability (HOST) in 2019, and the launch of the Affordable Housing Review Team (AHRT) pilot in 2020, our commitment has been clear and consistent.

Building on this foundation, this position supports Denver’s implementation of a Fast Track review process consistent with Proposition 123. This role is uniquely suited to help the City of Denver achieve its goal of increasing its affordable housing by 4,631 additional units between 2023 – 2026.
