Position: PROGRAM ASSISTANT II.

Overview

The Staff Development Division (SDD) is the training connection for CBMS between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF), and the Office of Information Technology (OIT). SDD staff develop and deliver competency‑based training for the state’s agencies and roughly 5,000 eligibility technicians. Four distinct sections within SDD staff FTE supervisors, lead workers, trainers, web developers, Learning Management System administrators, instructional designers/developers, an evaluator, and support staff.

SDD utilizes a variety of training methods, including distance learning, computer‑based training, classroom instruction, simulations, guided job tasks, group activities, skills practice, self‑study, and experiential learning.

Description of Job

This position is hybrid: at least two days per week are required at the office, with additional time as needed for business. The role provides professional administrative and logistical support to division staff and projects, using state, department, and division guidelines to solve problems, set priorities, and track ongoing and one‑time tasks. Central responsibilities include coordinating resources, managing supplies, handling travel, maintaining documents, and initiating personnel actions, all while delivering excellent customer service to internal and external stakeholders.

Responsibilities
  • Coordinating phone and computer resources.
  • Coordinating and supporting software, hardware, and OIT requests and purchasing.
  • Managing division office supplies and making routine and one‑time purchases.
  • Coordinating in‑ and out‑of‑state travel.
  • Division timekeeping.
  • Administrative support of on‑site and off‑site events and meetings.
  • Maintaining a system for managing hardcopy and electronic documents.
  • Initiating personnel actions.
  • Routing documents through clearance.
Primary

Job Duties Division Support

Manages the division’s technology equipment purchases and leases for cost‑effectiveness, policy adherence, and budgetary compliance. Builds and enforces divisional standard operating procedures, manages timekeeping in KRONOS, and produces time and effort reports for accounting and audit purposes. Serves as the liaison with OIT and handles ergonomic evaluations.

Travel and Event Support

Facilitates all aspects of staff travel and events: develops itineraries, makes lodging and transportation arrangements, advises staff on state rules, develops official function forms, and manages event venues and related services. Coordinates divisional and unit meetings, prepares agendas and support materials, and manages workspace move requests.

Other Duties as Assigned

Any additional tasks as directed by the division director or supervisory staff.

Minimum Qualifications
  • Five (5) years of relevant experience in general clerical or administrative service
    * or* a combination of related education and experience equivalent to five years.
  • Experience in travel/purchasing, coordination/management support.
  • Strong verbal and written skills, with proficiency in drafting letters, memoranda, emails, and other correspondence.
Preferred Qualifications
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel) and Google products (Docs, Calendar).
  • Knowledge of Kronos; experience as a timekeeper for staff.
  • Experience processing and tracking clearance items in eClearance.
  • Ability to use judgment and resolve issues independently.
  • Skill in preparing agendas, meeting materials, and minutes; scheduling meetings and onboarding new staff.
  • Knowledge of COWINS Partnership Agreement; preferred for relevant state service years.
  • Transferable state service experience counts toward a weighted score (minimum 15%).
