The Consumer Credit Unit is seeking a skilled administrative program professional to join its collaborative team as the UCCC Program Assistant I. The Program Assistant I offers the opportunity to be involved in meaningful work with a team that protects the consumers of Colorado. The Program Assistant I is the front line of the Uniform Consumer Credit Unit in licensing and interactions with the people of Colorado and regulated entities.

The Consumer Credit Unit enforces the Colorado Uniform Consumer Credit Code (“UCCC”), the Colorado Consumer Equity Protection Act (“CCEPA”), the Colorado Nonbank Mortgage Servicers Act (“NMSA”), the Colorado Rental Purchase Agreement Act (“RPAA”), the Credit Services Organization Act (“CSOA”), the Colorado Uniform Debt Management Services Act (“DMSA”), the Colorado Fair Debt Collection Practices Act (“CFDCPA”), and the Colorado Student Loan Equity Act (“CSLEA”).

The work unit licenses, registers, examines, and investigates creditors and other companies for compliance, and protects consumers from unlawful actions.

WHAT YOU WILL DO

The Program Assistant manages and provides technical assistance and program support to the Unit’s UCCC and NMSA programs. The position reviews new and renewal applications, makes licensing recommendations, and communicates with companies regarding licensure and notification. The position handles the entry and maintenance of the database records and files for UCCC and NMSA licensing. The Program Assistant assists with logistics related to UCCC and NMSA public outreach and education as well as investigations and examinations.

Duties and responsibilities include:

  • Reviews new and renewal applications submitted by rent to own, supervised lenders, retail sale, sale finance companies, and other statutory required entities that may be added to the UCCC unit’s supervision for completeness;
    • Notifies applicants of deficiencies, and recommends whether applications are satisfactory or if further review is needed;
    • Obtains, reviews, and maintains information regarding applicants, including corporate records and background checks as part of licensing review;
    • Issues and mails licenses reissued licenses;
    • Creates and maintains licensing files;
    • Processes and communicates license expirations;
  • Answers inquiries that are received via, mail, phone, Salesforce, or other means regarding licensing requirements, and related processes;
    • Serves as point of contact for calls from the public, directing callers as appropriate to the OAG website or other state, local, or federal agencies, and provides information about consumer credit and debt management laws;
    • Responds to license verification requests from other states;
  • Records and delivers licensing fees received to Department of Law Financial Services unit;
  • Assists in gathering information for press and Colorado Open Records Act (CORA) inquiries;
  • Coordinates and arranges for public meetings and educational seminars and prepares related materials;
  • Assists in developing and distributing educational materials, edit and modify presentations, documents, or outward facing material to comply with the Office’s accessibility requirements.;
  • Assists with logistical and programmatic support for examinations. Including but not limited to, travel coordination, generate reports for examiners, inform examiners of communications regarding open exams received or documents received;
  • Serves as a travel coordinator for the program by processing travel requests, arranging travel, and assisting on the reimbursement of travelers’ expenses;
