Operations Safety & Training Manager
The Operations Safety & Training Manager reports to the Vice President, Engagement & Administration, oversees, plans, develops, organizes and delivers Operations training including Federal/State‑mandated training, vehicle operator training, new employee orientation, train‑the‑trainer training, and other training as assigned/developed specific to Operations roles and safety‑sensitive functions. Key responsibilities include, but are not limited to, Operations Safety Program oversight, Training Program development and delivery, Incident and Accident Response, Regulatory Compliance, and Licensing Programs.
This role ensures operational success, through performance improvement, onboarding quality, and safety metrics.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Develop, implement and revise policies, procedures, and standards relating to comprehensive bus operations, maintenance, and supervisory personnel training programs.
- Provide day‑to‑day management of the training and development activities.
- Evaluate effectiveness of current transit and operations‑related training instruction and identify training needs for all employee/management levels.
- Design, develop and improve transit operations training materials and lesson plans in response to specific requests for training and to maintain compliance with all rules and regulations.
- Design, develop and deliver annual driver training material as required by the state. Manage annual training program and calendar for required and refresher trainings.
- Coordinate closely with appropriate departments such as safety, security and risk management and monitor internal database to ensure that training programs quickly and proactively respond to agency accident and injury trends. Design and implement Safety Awareness Campaigns. Support Human Resources with new coach operator recruitment, conduct interviews, and bus/transit evaluations, screen applications and driver records.
- Manage and evaluate the vehicle operator training program, which includes:
- Developing and refining new programs;
- Supervising course conduct and completion of Class B training and/or licensing;
- Conducting classroom sessions and on‑the‑job training for trainees and other Agency personnel;
- Establishing curriculum for instruction on Agency policies and procedures;
- Training and assigning bus operator instructors. Manage certified bus operator instructor program.
- Counseling students regarding performance, conducting probationary training evaluations; determining employment status of trainees and conducting interviews with applicants as needed.
- Conducting on‑board observation and evaluating operator performance.
- Provide ongoing training to Training Instructors, Certified Bus Operator Instructors and Line Instructors.
- Conducting training on all new bus equipment; retraining employees in general operations and/or specialized courses.
- Retraining program and processes for all post‑accident and return‑to‑work needs.
- Active member of the safety committee and accident review team.
- Review all accident reports and assist in the investigation of accidents or complaints; ensure timely reporting and documentation; make recommendations on classification of accidents (preventable/non‑preventable). Determine the type of retraining necessary for employees involved in preventable accidents.
- Manage licensing program. Train third‑party bus evaluators on bus operating procedures, rules, and regulations.
