Responsible for providing leadership and supervising the maintenance of the City’s Public Infrastructure System, including streets, sidewalks, curb/gutters, ADA ramps, bridges, as well as snow and ice removal programs, policies, practices, and employees of the Street Division.
Essential Functions- Develops and implements a comprehensive work/maintenance plan assigned for street operations.
- Ensures completion of maintenance plan in accordance prescribed time frames and levels of service.
- Reports to worksite and supervises staff during emergency events such as flooding situations, snow and ice storms.
- Estimates time, materials, and personnel required to complete work efforts. Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs and projects and identify opportunities for improvements and make recommendations.
- Attends Public meeting such as Council meeting, Home owner meetings, and Mobility meetings.
- Strong knowledge of computer software such as Cartegraph, Citiworks, and Microsoft Office applications and the ability to use them effectively to produce reports, charts, etc.
- The Streets Operations Manager will develop a program that blends contracted projects in the Capital Improvement Program together with the capabilities of the city work force to achieve goals. The two aspects of the program will complement each other and combined results will exceed the capabilities of either aspect individually. Contract programs include Concrete Street Reconstruction, Full Depth Patching, Street Re-Surfacing, Base Re-Construction, Asphalt Overlay, and Curb and Gutter Replacement.
Use the core competencies, develop annual long range goals and objectives to improve the condition of the street and associated infrastructure. - Maintains regular and punctual on-site attendance
- Assesses new methods and materials; reviews construction specifications and plans documents materials needed; orders materials to complete projects and monitors costs to ensure procurement compliance.
- Conducts routine inspections of city infrastructure, including streets, sidewalks, bridges to identify deficiencies and safety hazards; recommends and implements projects and repairs to remedy the deficiencies.
- The Streets Operation Manager is responsible for planning, coordinating and directing the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies and regulations.
- Determine and propose to management the budgetary needs and priorities of the Street Division including equipment, staffing, and materials. Must have ability to prepare, evaluate, and monitor the division budget and prepare reports as required.
- Research, identify and implement changes in working conditions, policies, procedures, and the use of equipment to increase efficiency and safety.
- The Streets Manager is responsible for analyzing and the use of the asset management system to identify and assign projects the construction and maintenance crews.
- Coordinates service and activities with other divisions, outside agencies and organizations.
- Responds respectfully and professionally to citizens’ complaints and inquiries. Communicates with the public in person and through media concerning matters associated with street maintenance programs to clarify, mitigate or resolve citizens’ questions and concerns.
- Supports a culture of two-way dialogue and ensures Street Division employees directly receive timely and relevant information and communicates with upper management.
- Compose various reports, memos, letters, emails, power point presentations.
- Plan and schedule daily maintenance assignments and/or projects.
- Plan, organize, assign, direct, and supervise the work to direct subordinates.
- Create and assign daily tasks to Field Service Supervisors from the Cartegraph software.
- Estimates time, material, and supplies to complete various tasks, and orders supplies and materials to complete projects.
- Plans and conducts meeting with staff for maintenance and construction crews.
- Researches and utilizes changes in technology and equipment.
- Attends and participates in professional organizations to keep current with industry innovations and new technology.
- Utilizes software, such as Google Maps, to create maps.
- Encourages input and recommendations from staff on maintenance procedures and operations.
- Encourage and implement input from staff on equipment needs.
- Manages conflicting demands and priorities within the department and among staff.
- Addresses employee complaints and problems in timely manner.
- Creates an inclusive environment by acknowledging the differences, perspectives, and ideas of others.
