Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. It will strengthen selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The core approach is to facilitate better collaboration between Indonesian government stakeholders at national and subnational levels to realise synergies that trigger improved service delivery.
The program will be implemented through three pillars:
- Stronger national level enabling environment for sub-national service delivery.
- Better sub-national governance for service delivery.
- Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

The RoleThe Senior Health Planning Specialist will provide technical input on health planning and MSS to MoF, BAPPENAS and Papua Region Government to create a stronger enabling environment for sub‑national service delivery, improve service delivery at sub‑national level and ensure greater participation, representation and influence of women, people with disabilities and vulnerable groups.

About YouSpecific Responsibilities
- Provide technical inputs and assistance in health aspects to formulation and implementation of Special Autonomy policies in the region.
- Assist local government in preparing regional planning and budgeting documents, focusing on health aspects.
- Train local government in health disaggregated data analysis to support MSS and regional planning.
- Provide technical inputs on health aspects to local government in preparation of GEDSI policies and action plan.
- Assist local government in implementation of GEDSI action plan.
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anti-corruption, child protection, PSEAH and the environment.
- Ensure compliance with DT Global and SKALA operational policies, guidelines and manuals.
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion or strain.
- Work may require long and flexible hours as needed. Travel is based on need.
- Monthly report.
- Documented input to planning and budgeting documents, training presentation materials, modules, policy briefs, etc.
This position will work closely with program staff, DT Global corporate team and external service providers, and will report to the Province Lead.
Selection Criteria Essential- Master’s degree in public health or Medical Doctor degree.
- At least 15 years of relevant experience in assisting local government in health planning and implementation of health projects.
- Strong knowledge of recent national policies of health MSS, priority and regulation of health governance.
- Experience designing, planning, monitoring health projects/programs in Papua Region.
- Demonstrated ability to conduct capacity development and knowledge sharing for GOI and local governments as well as SKALA staff.
- Strong communication skills (written and verbal) in Bahasa Indonesia and English.
- Strong interpersonal skills, ability to maintain work relations with key stakeholders in the government.
- Understanding of gender equality and social inclusion issues.
- Working experience s in Papua Region.
