Summary:
Under direction of the Chief Deputy Assessor and County Assessor, performs a variety of work as assigned in a wide range of areas. Demonstrates strong ethical, professional, and service oriented customer service. Responsible for processing recorded Deeds, death certificates and any other documents that pertain to ownership. Responsibilities also include attending to customers both telephonically, in the office, and online. Process all records pertaining to Personal Property, Livestock and Grazing Leases.

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Works closely with local departments within the City and County as well as Property Tax Division and other State entities.
Process all records pertaining to Personal Property, Livestock and Grazing Leases for Luna County, within the Assessor’s office. Processes legal documents for transfer of tax liability, enters changes of ownership, addresses, exemptions, manufactured homes, residential, commercial, vacant properties, Affidavits, Tax Levey certificates, paid in advance taxes, title transfers, and locate property parcels on map. Assist in the preparation and distribution of Notices of Values annually and other departmental mail as required.
Learn how to locate County roads and highways on maps. Research County Treasurer, County Clerk, and County Assessor's records. Work in computer and GIS mapping system. Maintains knowledge of current Federal, State and local rules and regulations through such means as attending seminars, reviewing professional publications, taking classes and participating in professional development activities. Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Works under the direction of the Chief Deputy Assessor and County Assessor.
Supervisory Responsibilities:Supervises no one.
Minimum Qualification Standards:Education, Certification and
Experience:
Must have a high school diploma or GED certificate, a valid New Mexico Driver’s License. Must be able to pass a pre-employment drug test.
LanguageSkills:
Bilingual/Spanish preferred. The skill to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. The skill to write reports and business correspondence. The skill to logically and effectively present information both orally and in writing and respond to questions from groups of managers, clients, customers, the County Commission and the general public.
Knowledge:Knowledge of the principals and practices of the Assessor's Office. Knowledge of applicable Federal, State, County and municipal laws, codes, ordinances, rules and regulations pertaining to appraising and data management. Knowledge of office, field and construction rules, practices and procedures and enforcement thereof. Knowledge of standard computer software for word processing, spreadsheets, and presentations.
Ability:Ability to research titles is preferred, customer service skills, ability to work well with others, while being courteous and professional. Good communication, multi-taking, and filing skills. Ability to preform work correctly and meet all deadlines. The ability to read and interpret plans, blueprints, maps, charts, graphs, plats and land descriptions. Ability to exercise judgment of value on a set appraisal in concert with Appraisers.
Able to read, copy, transfer and file information with high accuracy and clarity. Able to comprehend, read, write and communicate in English.
