Overview

Palm Tran, Inc., Palm Beach County’s transit provider, is seeking a highly experienced Director to lead its Fixed Route Division. The Director, Operations, is responsible for all operational activities of the Fixed Route Bus System including Fixed Route Buses, Field Operations, Operations Dispatch and the Fixed Route Radio Communications Center. The Fixed Route service area covers major urbanized core areas of the County, operates over approximately 150 fixed-route buses, and maintains ridership exceeding 29,000 passengers daily.

This position models and holds staff accountable for exemplary customer service through open communication, employee participation, professional development, and sensitivity to the special needs of customers from culturally diverse backgrounds, the elderly, persons with disabilities, or other vulnerable populations.

The Director, Operations manages a Division comprised of approximately 300 employees including managerial, professional, technical, bus operator, and support staff. This role acts at the direction of a superior in personnel-related activities including hiring, termination and disciplinary matters involving the Fixed Route Division. It writes, amends and administers policies and procedures to ensure compliance with established statutes and requirements of regulatory agencies.

The Director assists in the development and implementation of bus training programs to meet agency goals, identifies and implements continuous improvement opportunities and customer satisfaction initiatives, develops labor contract provisions, and participates in labor contract negotiations. The position develops, monitors, and administers a $70M annual operating budget, and directs ADA compliance activities associated with complaints, statistical analyses, and committee involvement to ensure Palm Tran’s operations and facilities comply with applicable contracts.

It also responds to the general public regarding questions, complaints or requests. This position reports to the Chief Operations Officer and is reviewed through conferences, reports and evaluation of results obtained.

Responsibilities

  • Lead all operational activities of the Fixed Route Bus System including Fixed Route Buses, Field Operations, Operations Dispatch and the Fixed Route Radio Communications Center.
  • Manage a division of approximately 300 employees and oversee staffing, supervision, training, and performance management.
  • Develop and administer policies and procedures to ensure compliance with statutes and regulatory requirements; assist in labor contract provisions and negotiations.
  • Develop, monitor, and administer a $70M annual operating budget; oversee ADA compliance activities and related analyses.
  • Drive continuous improvement and customer satisfaction initiatives; model exemplary customer service and engage with diverse communities, including seniors and persons with disabilities.
  • Respond to public inquiries, questions, complaints, and requests for information.

Qualifications

  • Bachelor’s Degree in Transportation Management, Transportation Planning, Business/Public Administration, or closely related field and a minimum of five (5) years of transit operations management experience in mid- to large-scale transit for a public or private system, including two (2) years of managing union and non-union personnel, or
  • An unrelated Bachelor’s Degree and a minimum of seven (7) years of transit operations management experience in mid- to large-scale transit for a public or private system, including two (2) years of managing union and non-union personnel, or
  • An Associate’s Degree in Transportation Management, Transportation Planning, Business/Public Administration, or closely related field and a minimum of seven (7) years of transit operations management experience in mid- to large-scale transit for a public or private system, including two (2) years of managing union and non-union personnel, or
  • Graduation from high school or an equivalent certification with a minimum of nine (9) years of transit operations management experience in mid- to large-scale transit for a public or private system, including two (2) years of managing union and non-union personnel.

Experience working in municipal or regional transit systems is preferred.
