Summary Statement

The Delaware Department of Agriculture is currently seeking an Environmental Scientist II/III to work in the Nutrient Management section. The candidate is responsible for using a cloud database to perform audits of Nutrient Management Plan implementation related to farm operations. The on‑premises evaluations require analysis of records of application of manure, fertilizer, and other soil amendments to compare with professional recommendations.

Visual inspection of elements related to animal agriculture and storage of nutrients must also be completed while wearing personal protective equipment. The Nutrient Management (NM) Program uses a cloud database for carrying out job duties. Strong command of environmental science principles and clear communication is needed for education and outreach during inspections, to ensure farmers or managers understand why the NM Program enforces the law and regulations.

The NM program is guided by a Commission of stakeholders appointed by legislators and the Governor.

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
  • Performs statistical analysis of data.
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
  • Prepares permits, technical reports and/or enforcement case documents.
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

JOB REQUIREMENTS for Environmental Scientist II

  • Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  • Six months experience in analyzing and evaluating scientific data.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Six months experience in technical report writing.
  • JOB REQUIREMENTS for Environmental Scientist III

  • Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  • Six months experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
  • Two years' experience in analyzing and evaluating scientific data.
  • Two years' experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Six months experience in technical report writing.
