Under the guidance of the Director of Human Resources, the Human Resources Specialist performs professional and technical human resources support for all City departments. The Human Resource Specialist possesses the knowledge, experience, and expertise necessary to provide support and guidance across a wide range of human resources functions, including but not limited to recruitment, benefits administration, employee relations, compliance and organizational development.

The Specialist will also aid with general department support functions and events, as needed.

Essential Functions:

  • Responsible for the full-cycle recruitment processes for a variety of professional, technical and administrative positions within the city. Work includes, managing the City's applicant tracking system (ATS), developing recruitment plans, developing and revising job descriptions, performing FLSA determinations, creating job postings, and ensuring compliance with policies, procedures, Civil Service rules, and applicable federal and state laws. Screens application materials, interviews, performs reference checks and coordinates background screenings, coordinates pre-employment testing, including drug screens and physicals, and performs orientation and onboarding activities to support successful placement.
  • Coordinates candidate sourcing by attending recruitment events and leveraging online professional platforms, networks, and applicant tracking data to proactively identify, attract, and engage candidates. Cultivates partnerships with external entities to strengthen the City's talent pipeline and promotes career opportunities to the public. Serves as the primary candidate contact, providing timely communication and guidance throughout the recruitment process.
  • Provides responsive and knowledgeable support to employees by addressing inquiries related to policies, benefits, programs, and other HR services, ensuring clear communication and a positive employee experience.
  • Reviews and approves various pay and status changes in a timely manner, collaborating with Finance/Payroll teams to ensure accuracy and timely processing.
  • Prepares, updates, and distributes reports, queries, surveys, public records requests, correspondence, and related documentation to support HR operations and compliance requirements. Ensures accuracy, timeliness, and confidentiality (as appropriate) in all reporting and communication activities.
  • Assists with training newly hired department employees, providing guidance on departmental processes, procedures, and the use of HR systems and applications. Ensures that new staff understand internal workflows and have the tools and resources necessary to perform their roles effectively.
  • Assists in the preparation of the Human Resources department budget by gathering, analyzing and/or estimating cost information for the upcoming budget year.
  • Coordinates responsibilities and workflows within the Human Resources department, ensuring effective collaboration among HR team members.
  • As assigned, responsible for ensuring compliance with the Affordable Care Act (ACA) by accurately preparing, reviewing and submitting required reports and filings, including form 1095-C, in accordance with federal regulations and deadlines.
  • As assigned, develops, implements and oversees occupational health and safety programs to ensure compliance with the Public Employees Risk Reduction Program (PERRP), and all applicable regulations. Evaluates workplace conditions, inspects facilities, and addresses hazards to maintain a safe environment. Advises management on safety-related technical and administrative matters, provides solutions for regulatory compliance, and ensures timely correction of identified safety concerns. Oversees safety and mandated training programs in compliance with local, state and federal laws.
  • As assigned, oversees contract with drug testing vendor, completes pre-employment DOT driver queries, annual record inquiries and semi-annual driver abstract reviews. May assist with coordinating random testing, as needed.
