Program: ACT Team Location(s): New Castle County Status: Full-Time 40 hours Schedule: M-F 8a-4p
About the RoleThe Program Director oversees the administrative and clinical operations of Conexio Care’s four Assertive Community Treatment (ACT) teams in New Castle and Kent counties. This leadership role ensures high-quality, evidence-based behavioral health services through effective coordination, training, compliance monitoring, and continuous improvement. The Program Director is responsible for program sustainability, adherence to model fidelity, and supervision of ACT team leaders and the Assistant Program Director.
Responsibilities- Provide direct supervision to four ACT Team Leaders and the Assistant Program Director.
- Oversee quality assurance processes, monitor outcomes, and ensure adherence to evidence-based practices.
- Track financial performance, billing targets, and breakeven goals.
- Supervise training initiatives and support nursing and medical staff.
- Develop and implement utilization review systems to confirm service eligibility and appropriate care levels.
- Ensure compliance with licensure regulations, contractual obligations, and evidence-based standards.
- Collaborate with Quality Assurance to identify and implement process improvements.
- Promote evidence-based practices, including:

- Illness Management and Recovery
- Cognitive Enhancement Therapy (CET)
- Dual Disorder Treatment

- Track and analyze monthly performance indicators; report findings and develop improvement plans.
- Maintain required licensure, certifications, and accreditations.
- Participate in senior staff committees and meetings.
- Perform additional duties as assigned.
- Education:
Bachelor’s degree in social work, psychology, counseling, nursing, or related behavioral health field (Master’s preferred). - Experience:
Minimum 5 years of progressive leadership experience in behavioral health services, including administrative and clinical oversight. - Valid driver’s license and ability to travel between program locations.
- Experience managing ACT programs or similar evidence-based practices.
- Ability to work with individuals with severe mental illness and/or co-occurring substance use disorders.
- Strong background in data collection, performance evaluation, and quality assurance.
- Knowledge of regulatory and accrediting standards (CARF, state licensure).
- Excellent organizational, project management, and communication skills.
- Proficiency in database management and data-driven decision-making.

Conexio Care, an affiliate of Apis Services, was founded in 1985 as a subsidiary of the organization then known as Church Home Foundation. Conexio’s original mission was to help older adults with lifelong histories of psychiatric hospitalization to transition into the community.
