The County of Volusia is seeking an Utilities Engineer for the Water Resources & Utilities division located in DeLand, Florida. The division is responsible for operation of a utility system consisting of 15 water and wastewater treatment plants; 123 lift stations; and over 500 miles of underground infrastructure, serving a population of approximately 40,000 within 6 distinct service areas throughout the county.
This position is highly responsible for professional work in planning, managing and overseeing the overall utility system.
Expected hiring range based on qualifications and experience: $75,490 -$145,789

- Reviews development plans for new construction within the Utility Service Areas of the County with respect to water and sewer utilities.
- Acts as construction manager for new utility plant and distribution/collection/transmission system construction for the County utilities.
- Assists with the preparation and implementation of the capital improvement budget.
- Assists on the five year capital improvement plan for utility and coordinates plan implementation.
- Assists with the preparation of long range improvement and growth plans for utility.
- Inspects utility improvements, both subdivision and plant while under construction.
- Represents the County and the utility at various meetings of the regulatory agencies and local organizations.
- Coordinates the necessary permitting with the various regulatory agencies for the operation of the County Utility Water and Sewer Plants and distribution/collection/transmission systems.
- Attends work on a continuous and regular basis.
- Responds to emergency situations.
- Must adhere to Federal, State, County and Local ordinances.
- Performs other duties as assigned.
Bachelor's degree in Civil, Sanitary or Environmental Engineering, and five (5) years experience in utilities engineering with three (3) years of supervisory experience. Must be registered as a Professional Engineer (PE) by the State of Florida.
A comparable amount of education, training or experience may be substituted for the minimum requirements.
Must possess and maintain a valid driver's license at time of hire.
Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.
Required Knowledge, Skills, and Abilities- Knowledge of the theory, principles and practices of civil engineering as related to utilities systems (water/wastewater.)
- Knowledge of practices, methods, techniques, equipment used in construction of water and wastewater systems.
- Knowledge of processes in the construction, operation, and maintenance of water and sewer treatment plants and distribution/collection/transmission systems.
- Ability to plan, layout, design and develop plans and specifications for water and sanitary sewer projects.
- Ability to effectively manage and supervise utility design and construction projects being implemented by consultants and contractors working on behalf of Volusia County Utilities.
Ability to read and comprehend technical and professional journals, manuals and procedures; financial reports, legal documents, statutes and ordinances; maps, blueprints, layouts; safety instructions; abstracts. Ability to perform shop math and advanced mathematical functions. Ability to write technical and detailed reports, summaries, evaluations, opinions, financial reports, instructions, memos. Ability to speak publicly and extemporaneously; ability to relate information, data and details to layman;
conversant in theory and practices of discipline. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
Light work. Ability to see, hear, talk, climb, crouch, crawl, kneel, reach, balance, climb, and finger dexterity.
Environmental DemandsInside work. Limited (33%) outside exposure requiring ability to tolerate inclement weather (heat, rain, cold, humidity), noise/vibration, dust, odors, fumes and poor ventilation.
