Major Functions

The County of Volusia is seeking a Shelter Support Specialist for the Animal Services Division. This position is located in DeLand, Florida and will be ensuring the efficient operation of the administrative functions of the Animal Services office, while providing support to the Division. Entrusted with various project management tasks and oversees both foster and volunteer programs. Responsible for daily interactions with customers requiring a candidate who utilizes excellent customer service and ability to handle and care for animals.

  • Provides initial public engagement and high-quality customer service to all visitors and callers, responding to a variety of general inquiries regarding Division services and resources.
  • Connects community members with appropriate resources and provides accurate information about Division services and programs.
  • Administration of pet permits (Unaltered and Hobby Breeder) upon Director approval.
  • Coordinates Dangerous Dog administrative processes, including tracking and appeal hearings.
  • Maintains daily inventory control for administrative functions within the Division.
  • Oversees the Division’s Pet Loss and Disposal management process.
  • Serves as liaison between Animal Services and the Information Technology Division for I.T. needs and staff support.
  • Initiates standard requests and purchase order payments and is entrusted with the Division purchasing card for authorized acquisitions per county procurement policy.
  • Assists with the design and creation of promotional materials and event displays.
  • Coordinates community outreach event planning on a regular basis and represents Volusia County Animal Services at public events.
  • Oversees the Division’s Adoption Program, ensuring smooth operations and positive outcomes.
  • Manages the Foster and Rescue Program, cultivating relationships and ensuring compliance.
  • Leads the Volunteer Program, including onboarding, support, and scheduling.
  • Coordinates Division social media presence, including content creation, updates, and public responses.
  • Updates and maintains the Division’s Volusia County Animal Services employee news network page and website with timely, relevant content.
  • Updates and tracks grant opportunities in support of Division needs and programs.
  • Assigned to people and pet evacuation shelter during disasters.
  • May be assigned to other county locations based upon operational needs.
  • Attend work on a regular and consistent basis.
  • Respond to emergency situations.
  • Must adhere to Federal, State, County and Local ordinances.
  • Perform other duties as assigned.
Minimum Requirements

Graduation from high school or possession of a GED and four (4) years of progressively responsible secretarial/administrative assistant or equivalent experience. Two (2) years of post‑high‑school education can be substituted for two (2) years of the required experience. May be required to demonstrate keyboarding skills.

A comparable amount of experience, training or education may be substituted for the minimum qualifications.

Must possess and maintain a valid driver’s license at the time of hire.

Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.

Preferred Candidate

Having met the minimum requirements, the preferred candidate will have Spanish speaking capabilities, experience and knowledge of animal behavior, veterinary terminology, as well as overseeing programs, and project management.

Knowledge, Skills & Abilities
  • Knowledge of business English, spelling, and math.
  • Knowledge of the overall function and responsibilities and services rendered by the division/activity to which assigned.
  • Knowledge of the principles of management and their application to the administration of governmental affairs.
  • Knowledge of modern office practices and procedures.
  • Knowledge of Microsoft Office Suite.
