Overview

JOB SUMMARY:

Under the administrative direction of the Assistant Finance Director, responsible for advanced budget preparation, analysis, and administrative work with the City’s budget. Supervision of staff as assigned. Performs other related work as required.

Responsibilities
  • Compile, analyze and interpret financial and operational data; prepare tables, charts, and reports for use in the development of the City’s budget documents and presentations.
  • Assist in the preparation, coordination and administration of the City’s annual operating and capital budgets, including department and division budgets.
  • Prepare any budget amendments relating to the City’s operating or capital budget.
  • Analyze departmental budget and accounting reports and maintain expenditure controls.
  • Provide technical assistance to departments related to cost analysis, fiscal allocation, forecasting, and budget preparation.
  • Review operating and capital budgets to evaluate trends, project future expenditures and revenues and support long-term financial planning.
  • Review and maintains the City-wide fee schedule.
  • Project salary and benefit expense city-wide and maintain personnel budget.
  • Prepare presentations for City management and City Council.
  • Use developed policies and procedures related to all accounting programs, financial software systems, and internal control systems.
  • Implement budgeting procedures and forms as required for other departments and divisions.
  • Train staff in the performance of their tasks and assist other departments/divisions in training their staff in matters related to accounting procedure, internal controls, and other finance-related matters.
  • Demonstrate a positive and professional interpersonal relationship with personnel and the public.
  • Performs research and information gathering on projects and expenditure and revenue accounts as directed by the Assistant Finance Director.
  • Oversee grant expenditures and reimbursement reconciliation.
  • Ability to use Excel at an intermediate to advanced level.
  • Attends trainings, workshops and meetings are required.
  • Supervises staff as assigned.
  • Performs other related work as required.

Job Duties
  • Attendance and punctuality are essential functions of this position.
  • Non-rotating, 40+ hour work week, variable days, and with possible work additional hours as needed.
  • Employees are required to work in a professional environment as a teammate and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public and staff during business hours.
  • Minimal travel may be required to attend conferences and/or training seminars.
  • May be required to operate a city vehicle.
  • During emergency response situations for our community, the position may be tasked with additional duties as needed in emergency operations.
Knowledge, Skills, and Abilities
  • In-depth working knowledge of budgetary practices.
  • Skilled and knowledgeable in finance and accounting.
  • Skilled in gathering, interpreting, and analyzing financial data.
  • Ability to perform complex mathematical calculations and financial analysis.
  • Skill in verbal and written communications in English.
  • Ability to establish and maintain effective working relationships with elected officials, City management, City departments, other professionals, and the public.
  • Skill in courteously and effectively working with the public.
  • Ability to exercise resourcefulness, organize, and prioritize tasks to meet a variety of demands and deadlines.
  • Must maintain a high level of accuracy and be detail-oriented.
  • Skill in operating standard office equipment, including a personal computer, using programs appropriate to assigned duties to develop complex accounting reports and spreadsheets.
  • Skilled in MS Office software products with in-depth knowledge of is use of Excel spreadsheets and PowerPoint.
  • Ability to utilize and maintain in good working order all assigned equipment safely and properly.
  • Ability to carry out oral and written directions and work independently in the absence of a supervisor or specific instructions.
  • Knowledge of safety practices and procedures related to job functions being performed.
