Conduct organizational studies and evaluations, design systems and procedures, conduct works‑simplification and measurement studies, and prepare operations and procedure manuals to assist management in operating more efficiently and effectively.

Observe and perform the work of various positions in the department in order to gain experience and learn about operations. Duties may include any combination of administrative and clerical tasks, professional analysis, and customer service appropriate to the assigned position and the abilities of the individual.

Supervise and manage mailroom operations and staff, including monitoring of cost center expenses and monthly reporting. Familiarize/monitor/manage City Works Maintenance Application.

Conduct operational research, productivity analyses, and/or management studies in order to learn about departmental operations, programs, and services; compile and/or monitor various administrative and statistical data pertaining to divisional operations; research information pertinent to the task or project; analyze data and identify trends; prepare or generate reports; make recommendations for changes in policies and procedures to improve operations, provide more responsive service, and/or optimize the use of resources;

and develop recommendations for changes in departmental policies and procedures.

Perform tasks associated with the coordination or implementation of special projects for the department, including special events, introduction of new programs, and various professional services; participate in the planning, design, and evaluation of the project; assist in defining the scope of the project; identify and recommend proper allocation of financial, material, and human resources committed to the project; formulate possible solutions or alternatives to service delivery;

and provide administrative support to the project as needed.

Provide research and analytical assistance to the department managers in support of strategic and long‑range planning for departmental operations; participate in planning efforts at the local and regional level; and research pending legislation or other developments at the state and federal level that may impact the department.

Respond to complaints and questions related to County or department operations, activities, or other issues; and provide information, research problems, and initiate problem resolution.

Participate in various meetings, functions, and events as appropriate; receive information about departmental operations; and participate in discussions and decisions.

Keep the director or the assigned supervisor apprised of all activities; and may be required to submit periodic reports detailing activities and observations of the work performed.

Bachelor’s degree in Business/Public Administration or related field required; this classification is considered to be an entry‑level professional position, however previous work experience is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
