Position: Chief Compliance Officer (ETHICS AND CMPLNC MGR 4)

Job Summary

The University of California, Davis (UC Davis) is one of the preeminent major research universities in the nation with approximately 38,000 undergraduate and graduate students and more than 20,000 faculty, staff, and other research and academic professionals on the Davis campus and at the UC Davis Health System.

Reporting directly to the Chancellor and acting with an exceptionally high degree of autonomy, the Chief Compliance Officer (CCO) develops, implements, and leads critical and complex

UPDATED University-wide compliance programs.

The CCO serves as a subject‑matter expert and has direct responsibility for ensuring the University complies with:

  • the University of California Policy on Reporting and Investig Unlocking Allegations of Suspected Improper Governmental Activities and the Policy for Protection of Whistleblowers from Retaliation;
  • Title IX of the Education Amendments of 1972;
  • the Americans with Disabilities Act (ADA) of 1990;
  • other federal and state nondiscrimination laws;
  • federal affirmative action requirements;
  • the Clery Act.

In addition, the CCO works with senior leadership and other campus partners to develop strategies for complying with emerging legal requirements and other ethics and compliance issues presenting significant risk to the University. The CCO is also responsible for the development of a comprehensive privacy program for the Davis campus as well as oversight of the UC Davis policy and delegation of authority function, investigations of police misconduct, and athletics compliance (along with the Director of Athletics).

The CCO works with senior leadership to promote a culture of accountability, ethics, and compliance.

Minimum Qualifications
  • Bachelor’s Degree in Social Sciences or a closely related field, or an equivalent combination of education and/or experience.
  • Experience handling personal, confidential, sensitive, and complex information and matters, with composure, mature judgment, and discretion.
  • Experience developing and implementing administrative processes with an emphasis on ethics, codes of conduct, compliance, and privacy in a large complex organization.
  • Expert knowledge of federal and state laws and regulations, case law, and guidance related to sexual harassment, discrimination, and other laws impacting higher education.
  • Expert knowledge of the complexities of discrimination and sexual harassment, including sexual violence, in the postsecondary setting. Demonstrated understanding of the relevance of trauma in the context of sexual violence (e.g., the neurobiology of trauma and trauma‑informed investigation techniques).
  • Expert knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing يحب investigation reports; demonstrated leadership expertise and political acumen overseeing sensitive investigations within a large, complex organization.
  • Demonstrated ability to work with senior officials and executives from within and outside the University, and ability to think strategically, serve as a sounding board for executive managers, and provide critical feedback.
  • Experienced and adept at interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally competent manner.
  • Ability to work with a high level of independence and lead in a team environment, display initiative, and manage multiple priorities under pressure of competing deadlines; strong problem‑solving skills.
Preferred Qualifications
  • Juris Doctor (J.D.) degree from an ABA‑accredited institution and multi‑year experience in the FRANC practice of employment law or equivalent years of experience in a similar field.
  • Knowledge and understanding of the academic and administrative environs within a complex and widely diverse research university.
