Regulatory Compliance Specialist
Overview
UC Davis Chief Ethics and Compliance Officer (CECO) develops, implements and leads university-wide compliance programs. The CECO works with senior leadership to ensure compliance with applicable laws, protects privacy, oversees policy and delegation of authority, investigations of police misconduct, and athletics compliance, and promotes a culture of accountability, ethics and compliance.

Minimum Qualifications- Bachelor's Degree in Social Sciences or a closely related field, or an equivalent combination of education and/or experience.
- Experience handling personal, confidential, sensitive and complex information with discretion.
- Experience developing and implementing administrative processes in ethics, codes of conduct, compliance and privacy in a large complex organization.
- Expert knowledge of federal and state laws and regulations related to sexual harassment, discrimination and other laws impacting higher education.
- Expert knowledge of discrimination and sexual harassment, including sexual violence, in a postsecondary setting, with understanding of trauma in investigations.
- Expert knowledge of best practices for investigations, including interviewing, evidence gathering, reporting; demonstrated leadership in sensitive investigations.
- Ability to work with senior officials and executives, think strategically, and provide critical feedback.
- Experience engaging with diverse constituents in a culturally competent manner.
- Ability to work independently and in a team, manage multiple priorities and deadlines; strong problem-solving skills.
- Juris Doctor (J.D.) from an ABA-accredited institution and multi-year experience in employment law or equivalent field.
- Knowledge of academic and administrative environments within a complex, diverse research university.
Leadership and Oversight of Complaint Resolution and Investigations (30%)
Makes final decisions on handling sensitive concerns to manage university-wide risks. Manages investigations with significant legal, financial and reputational risk. Serves as Locally Designated Official for IGA responses and as Title IX and Title VI Officer for discrimination and harassment investigations. Serves as liaison to federal, state, and local agencies on civil rights matters.
Leadership of Civil Rights Compliance and Other Compliance Programs (40%)
Provides executive leadership for civil rights and other compliance programs affecting students, faculty, staff, patients and visitors. Identifies compliance risks, advises senior leadership, leads policy redesigns, implements initiatives, monitors decentralized compliance, and coordinates communications. Oversees: nondiscrimination, sexual harassment and violence compliance; whistleblowing and retaliation; campus crime and safety; affirmative action; policy/delegations; privacy program. Jointly oversees intercollegiate athletics compliance and leads Title VI/Title IX compliance efforts;
coordinates ADA compliance efforts; serves as Affirmative Action Officer and liaison to federal/state agencies on civil rights matters.
Leadership of Compliance Program and Governance (20%)
Oversees the University’s ethics and compliance program in coordination with other departments. Provides independent review of compliance issues and serves as liaison to UC Office of the President and enforcement agencies. Leads sensitive initiatives to mitigate institutional risk and promotes accountability, ethics and compliance across the enterprise.
Operational Oversight of Compliance & Policy Organization (10%)
Provides leadership for units within the Compliance & Policy organization:
Harassment & Discrimination Assistance and Prevention Program, Investigations, Clery Compliance, Administrative Policies & Procedures, Privacy Office, and oversight of Athletics Compliance.
