Project Manager, IT Project Manager, Systems Analyst
Position Overview
The Project Manager will support the City's technology and modernization initiatives by leading cross-functional teams through the planning, execution, and delivery of IT projects. This role will ensure projects are completed on time, within scope, and aligned with City operational goals, public service needs, and compliance requirements.
The ideal candidate will have experience managing enterprise or government IT projects involving city-wide systems such as financial management, permitting, public safety applications, citizen services, and infrastructure modernization.
Key Responsibilities Project Planning & Execution- Lead the full project lifecycle from initiation through implementation and closeout.
- Develop project plans, schedules, milestones, and resource allocations to ensure successful delivery.
- Coordinate project activities across internal departments, vendors, and external stakeholders.
- Facilitate communication among City leadership, business users, IT staff, and implementation partners.
- Organize and lead regular project meetings, status reviews, and working sessions.
- Ensure stakeholder needs are documented and incorporated into project planning.
- Define project scope and manage changes through structured change control processes.
- Identify project risks, dependencies, and issues, and develop mitigation strategies.
- Ensure project deliverables meet quality standards and City requirements.
- Provide clear project status updates, progress reports, and executive-level briefings.
- Maintain thorough project documentation including schedules, action items, decisions, and deliverables.
- Ensure adherence to City policies, project management standards, and procurement guidelines.
- Support compliance with applicable government regulations, security requirements, and operational procedures.
- Strong leadership, organization, and communication skills.
- Ability to manage multiple priorities in a fast-paced government environment.
- Familiarity with project management methodologies such as Agile, Waterfall, or hybrid approaches.
- Bachelor's degree in Information Technology, Business, Public Administration, or a related field (or equivalent experience).
- 10+ years of project management experience managing IT or business transformation projects, preferably in a municipal or public-sector environment.
- Experience supporting enterprise systems commonly used by cities (finance, HR, permitting, citizen services, or public safety platforms).
- Experience with systems such as Tyler Munis, Oracle Fusion, SAP, Tyler New World, Central Square will be plus.
- This position is hybrid, with work performed both remotely and at the City of Danville, Virginia office.
