Salary: Salary range $83,000.00 - $91,000.00. The offered salary will be commensurate with experience and education but will not exceed the stated range. General Statement Of DutiesThe Operations/Training Lieutenant is a mid-level management position within the North Shore Community College Police Department. This role is responsible for the direct leadership of day-to-day public safety operations, ensuring efficient, high-quality responses to safety concerns on college-owned properties. This position manages sworn officers, civilian staff, and dispatch personnel; coordinates and delivers departmental training; ensures compliance with departmental policies, state and federal laws, and accreditation standards;
and develops strategies to enhance campus safety. This role serves as a key liaison between command staff and frontline personnel and plays a critical role in community engagement, operational oversight, and emergency management.
- Directly supervises sworn and civilian staff, providing guidance, mentorship, and evaluations.
- Enforces departmental policies, procedures, and performance standards.
- Completes annual performance evaluations and provides ongoing feedback to personnel.
- Initiates and manages disciplinary actions when required.
- Serves as acting Commander during the absence of the Chief or Deputy Chief.
- Operational Oversight:
Plans, organizes, and coordinates day-to-day police operations, ensuring adequate staffing for patrol, investigations, dispatch, and records management. - Oversees responses to critical incidents, assuming command and directing personnel and resources.
- Develops strategies to address emerging crime trends, quality-of-life issues, and community concerns.
- Ensures proper maintenance, deployment, and readiness of department-issued equipment and technology, including the CAD, body-worn cameras, CCTV, alarms, and access control systems.
- Participates in the maintenance and development of reporting mechanisms; college emergency telephone response network, college-wide radio systems, NCIC/CJIS computer system and other wireless communications systems.
- Performs oversight of motor vehicle traffic, parking, parking decal program, and rule/regulation enforcement.
- Serves as the Department Training Coordinator, responsible for assessing training needs, developing programs, and ensuring compliance with training standards.
- Oversees the Field Training Officer (FTO) Program and ensures consistency in mentoring and onboarding of new personnel.
- Provides training to sworn officers, civilian staff, and the campus community on relevant public safety and emergency preparedness topics.
- Coordinates department participation in continuing education, certifications, and professional development.
- Manages personnel schedules, overtime assignments, and payroll approvals.
- Oversees compliance with Massachusetts General Laws, College policies, and federal regulations, including Clery Act reporting requirements.
- Reviews reports, case files, and evidence management processes for accuracy and compliance.
- Acts as Evidence Supervisor, ensuring proper identification, storage, and disposition of evidence and property.
- Prepares operational reports and briefs command staff on department performance and emerging concerns.
- Represents the department at campus events, community meetings, and inter-agency collaborations.
- Builds and maintains positive relationships with students, faculty, staff, and surrounding community stakeholders.
- Acts as liaison with municipal, state, and federal law enforcement agencies to coordinate joint operations, investigations, and emergency response.
