The State of Connecticut, Department of Energy and Environmental Protection (DEEP), is seeking an Environmental Engineer 3 within the Water Planning and Management Division’s Dam Safety Program.

Position Highlights
  • The schedule is Monday‑Friday, 40 hours per week, with a hybrid work schedule.
  • DEEP’s Water Planning and Management Division, Dam Safety Program, has jurisdiction over all non‑federally owned or licensed dams in the state.
  • Program responsibility: ensure all jurisdictional dams in Connecticut are operated and maintained safely to prevent loss of life and property. DEEP maintains an inventory of over 4,800 dams and owns approximately 270 dams.

Purpose of Job Class

In DEEP, this class is accountable for acting as a working lead or performing complex engineering tasks related to the maintenance of sanitation standards in water supply, water treatment, distribution, and waste treatment/disposal, or in abatement of pollution of public waterways and groundwater by sewage and industrial waste.

Examples of Duties
  • Reviews engineering reports/plans regarding design and construction;
  • Oversees periodic inspections of existing dams for structural soundness;
  • Makes recommendations for corrective actions;
  • Reviews applications for construction or repair of dams and recommends action;
  • Reviews and negotiates engineering agreements;
  • May lead field investigations;
  • Manages grants for construction projects to municipalities;
  • Reviews hydrologic and hydraulic reports;
  • Prepares and negotiates agreements and contracts for engineering services with flood and erosion control boards and others, providing for construction of flood control projects, river or channel line surveys, hydraulic and hydrologic studies, flood control studies or technical review of such studies;
  • Assists DEEP programs evaluating the acquisition of land and makes appropriate recommendations based on dam safety factors;
  • Oversees engineering and construction services for projects under contract to the unit;
  • Assists in reviewing work of contract surveyors and engineers;
  • Performs related duties as required.
Knowledge, Skill and Ability
  • Considerable knowledge of principles, practices and methods of sewage and industrial waste treatment and water pollution control.
  • Knowledge of:
    • Water resources, solid and hazardous waste treatment and disposal;
    • Principles and practices of other phases of environmental engineering dealing with water supply, water treatment, waste disposal, etc.;
  • Considerable interpersonal skills.
  • Considerable oral and written communication skills.
  • Considerable ability to conduct detailed engineering investigations and studies related to pollution and pollution control.
  • Ability to:
    • prepare, review, and evaluate plans and sketches of industrial waste and sewage treatment facilities;
    • conduct and interpret chemical, bacteriological, and microscopic analyses of water and wastes;
    • lead.
