Operations Manager, Program / Project Manager
The Maintenance & Operations Manager leads end-to-end operations for a facilities management company, ensuring consistent, reliable, high-quality service across multiple sites. This role combines operational leadership with strong engineering oversight, managing hard services including MEP systems, HVAC, electrical, plumbing, fire & life safety, and other critical assets, while coordinating soft services where applicable.
The Manager will drive operational excellence by implementing SOPs, setting technical and service delivery standards, and establishing KPI-driven performance management. The role includes leading and developing supervisors, technicians, and subcontractors; strengthening planning, scheduling, and preventive maintenance; improving quality and cost control; and ensuring safety, regulatory compliance, and high client satisfaction.
Key Responsibilities Operational Leadership- Lead day-to-day multi-site operations to deliver consistent service and strong client satisfaction.
- Set service standards, workflows, and escalation/response routines across sites.
- Management of Third-Party Service Contracts and Agreements
- Financial and Budget Management
- Testing, Commissioning, and Handover (T&C / TCH) Management
- Oversee performance and reliability of critical systems (MEP, HVAC, electrical, plumbing, fire & life safety).
- Drive preventive and corrective maintenance, including breakdown response and root-cause resolution.
- Implement SOPs, checklists, and operating routines to standardize service delivery.
- Track and manage KPIs (PPM compliance, response time, uptime, quality, cost) and lead improvement initiatives.
- Lead, coach, and develop supervisors and technicians to build a high-performing team.
- Manage subcontractors and suppliers to ensure quality delivery, compliance, and cost control.
- Ensure full HSE and statutory compliance, including audits, inspections, and reporting.
- Maintain proactive client communication and resolve operational issues efficiently.
- Bachelor’s degree in Mechanical, Electrical, or Civil Engineering (preferred).
- 7+ years’ experience in facilities management or property operations, ideally with a real estate developer.
- Proven experience operating multi-floor commercial buildings, large outdoor plazas, and residential properties.
- Strong leadership skills with experience in budgeting and vendor/subcontractor management.
- Excellent communication skills in English and Arabic

, (Computerized Facilities Management System an advantage). - Professional certifications such as FMP (Facility Management Professional) or equivalent are an advantage.
