Overview
The Site Safety & Health Supervisor is responsible for ensuring a safe, compliant, and risk-free working environment at a major water treatment facility in San Jose. This role oversees safety programs, conducts workplace inspections, develops training, manages incident response, and ensures full compliance with Cal/OSHA, EPA, and local regulations. The ideal candidate combines strong technical safety knowledge with hands-on field experience and the leadership skills to influence safe behaviors across operations, maintenance, engineering, and contractor teams.
Key Responsibilities Safety Program Management- Implement, monitor, and continuously improve the facility’s Health & Safety Program, ensuring alignment with Cal/OSHA and company safety standards.
- Review and update safety policies, Job Hazard Analyses (JHAs), and Standard Operating Procedures (SOPs).
- Support emergency response planning, including spill response, confined space rescues, and plant evacuation procedures.
- Conduct regular facility inspections, hazard assessments, and safety audits across treatment plant areas, chemical storage rooms, electrical/mechanical spaces, and construction or maintenance zones.
- Ensure proper use of PPE, fall protection, lockout-tagout (LOTO), confined space protocols, and electrical safety procedures.
- Oversee contractor safety programs, verify safety plans, and enforce site safety requirements for all visiting crews.
- Develop and lead safety training for plant staff, including:
- Hazard communication (Haz Com)
- Confined space entry
- Chemical handling
- Respiratory protection
- LOTO
- Emergency response procedures
- Provide coaching and guidance to supervisors, operators, maintenance personnel, and new employees on safe work practices.
- Maintain accurate records of safety certifications, training logs, and required documentation.
- Lead investigations into injuries, near misses, equipment failures, and safety violations.
- Perform root-cause analysis and recommend corrective and preventive actions (CAPA).
- Prepare reports for internal leadership and regulatory agencies as required.
- Track safety metrics and present findings to management with actionable recommendations.
- Ensure compliance with Cal/OSHA, EPA, State Water Resources Control Board, and local environmental health standards.
- Support hazardous materials management, including chemical inventories, SDS logs, and spill prevention controls.
- Coordinate air, water, and waste-related safety documentation with environmental compliance teams.
- Bachelor’s degree in Occupational Safety, Environmental Health, Industrial Hygiene, Engineering, or a related field (or equivalent professional experience).
- 3–8+ years of experience in industrial safety, environmental health and safety (EHS), utilities, water treatment, or construction safety.
- Strong knowledge of Cal/OSHA regulations, LOTO procedures, confined space entry, hazard communication, fall protection, and chemical handling.
- Excellent communication and leadership abilities with a proven track record of promoting safe work practices.
- Experience conducting investigations, writing reports, and managing safety documentation.
- Safety certifications such as CSP, ASP, CHST, OSHA 30/40, or equivalent.
- Experience in water/wastewater treatment, power generation, industrial plants, or heavy manufacturing.
- Familiarity with SCADA-controlled environments and electrical/mechanical system hazards.
- Experience managing contractor safety during construction or plant upgrade projects.
- Onsite at the water treatment plant with daily field presence.
- Regular work in industrial environments: elevated walkways, confined spaces, chemical handling areas, and around rotating equipment.
- PPE required; occasional participation in emergency response drills.
- Some after-hours availability during incidents, audits, or critical work periods.
