Overview
We are seeking a high-caliber, strategic leader to serve as the Executive Vice President of Land Development and Civil Construction. This executive role is pivotal to our growth, overseeing the entire lifecycle of privately held residential land development—from initial feasibility and entitlement through to finished lot delivery for both internal land holding and for outside land owners.
The ideal candidate is a "builder-leader" who can navigate the complexities of municipal approvals, manage multi-million dollar civil contracts, and drive operational excellence across our regional portfolio.
Core Responsibilities- Strategic Leadership: Align land development activities with the company’s long-term growth targets. Manage departmental budgets, cash flow projections, and resource allocation.
- Project Lifecycle Management: Oversee the planning, design, and construction of all site infrastructure, including grading, wet/dry utilities, paving, and amenities.
- Entitlements & Approvals: Lead the charge on complex zoning, environmental permits, and municipal agreements. Maintain strong relationships with local government officials and regulatory agencies.
- Financial Oversight: Accountable for project P&L. You will drive value engineering initiatives to reduce costs without compromising quality or community integrity.
- Vendor & Contract Management: Oversee the bidding and selection process for civil contractors and consultants. Negotiate high-value contracts and ensure all partners meet rigorous safety and performance standards.
- Cross-Functional Collaboration: Partner closely with the Land Acquisition team to vet new deals and the Sales/Marketing teams to ensure timely delivery of "market-ready" lots.
- Experience: 15+ years in land development or civil construction, with at least 5 years in a senior leadership role.
- Education: Bachelor’s degree in Civil Engineering, Construction Management, or Real Estate Development (MBA or P.E. license preferred).
- Technical Savvy: Expert knowledge of horizontal construction, drainage systems, and soil conditions.
- Soft Skills: Exceptional negotiation skills and the ability to influence stakeholders at all levels.
- Industry Network: Established relationships with regional contractors, engineers, and municipal staff.
- The "Win" for this role: Delivering finished residential lots on time and under budget while maintaining a safety record that reflects our commitment to excellence.
- Cycle Time: Reducing the duration between land closing and "blue-top" or "finished-lot" status.
- Variance Control: Minimizing budget overruns through proactive risk management and precise site vetting.
- Safety & Compliance: Ensuring 100% adherence to SWPPP, OSHA, and local environmental regulations.
