The Human Resources Payroll Manager is responsible for overseeing and executing all onboarding and payroll human resource functions for a growing industrial construction and manufacturing company. This position requires a hands-on leader with strong organizational, recruiting, and compliance skills who can manage HR operations from the field to the executive level. The HR Payroll Manager will onboard construction and manufacturing employees, coordinate benefits programs, manage payroll and timekeeping, ensure government and safety compliance, and maintain accurate employee documentation and discipline systems.

This is a key leadership role responsible for maintaining a professional, compliant, and efficient workforce environment aligned with company values and operational goals.

Key Responsibilities
  • Collaborate with Accounting on payroll reporting, taxes, and deductions.
  • Maintain employee files, confidentiality, and secure HR recordkeeping systems.
  • Administer and enforce company policies, point system, and disciplinary actions.
  • Conduct employee counseling, investigations, and terminations when necessary.
  • Ensure compliance with federal and state employment laws (EEOC, FLSA, OSHA, I-9, etc.).
  • File all required labor, OSHA, and EEO reports accurately and on schedule.
  • Support leadership with HR metrics, turnover reports, and corrective actions.
  • Coordinate employee benefits including health, dental, vision, life, and retirement plans.
  • Foster a positive workplace culture focused on professionalism, safety, and accountability.
  • Partner with department managers to address staffing, morale, and retention.
  • Develop and update employee handbooks, policies, and standard operating procedures.
  • Support company-wide communication and employee engagement initiatives.
Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or related field (preferred).
  • Minimum 5-7 years of HR experience, with at least 3 years in construction, fabrication, or manufacturing.
  • Knowledge of Texas labor laws, OSHA compliance, and government reporting requirements.
  • Experience with HRIS and payroll systems (Quick Books, ADP, Paychex, or similar).
  • Professional HR certification (PHR or SHRM-CP) is a plus.
  • Ability to work autonomously and self-sufficiently
