Senior Transportation Construction Estimator

What You’ll Do
  • Oversee preparation of independent cost estimates for submitted change order proposals, and provide cost support during Value Engineering Studies and design charrettes.
  • Create complex cost models for estimating elements and prepare claims analysis and estimates.
  • Perform parametric order‑of‑magnitude estimating prior to graphical design.
  • Analyze specifications, sketches, drawings, bills of material or sample layouts and estimate costs for labor, material and equipment using pricing schedules and historical data.
  • Develop duration estimates of specific construction activities based on assumed construction approach and appropriate production rates.
  • Provide quality control/assurance for quantity takeoffs and cost estimates, checking for mathematical and technical accuracy, and consulting with clients, vendors and other departments to resolve issues.
  • Work closely with the project supervisor to ensure the estimate meets all financial and regulatory guidelines; prepare bid estimates for contractor bid review.
  • Support and lead price negotiations, performing related cost estimating and budgeting functions.
  • Set up cost monitoring and reporting systems, create cost models, prepare cost reports and present findings to design and client teams.
  • Participate in client presentations as required.
  • Collaborate with scheduling team to develop production‑based bottom‑up cost estimates aligned to construction schedules.
  • Develop and maintain enterprise‑level estimating policy, processes, procedures, guidelines and desk manuals for consistency across projects.
  • Provide guidance and oversight of estimating software use, protocols and standards.
  • Accumulate, evaluate and document historical cost data and construction means and methods to maintain current estimating standards and databases.
  • Oversee a database or "warehouse" of estimation data recorded and tracked from each job.
  • Support preparation of procurement documents related to estimating specifications.
  • Support costing of risk registers and collaborate with the risk team to align items to project risk profiles.
  • Work on multiple estimating projects in a project‑leader capacity or as project advisor; quality‑control all deliverables prepared by support staff if required.
  • Mentor Estimators I, II and III if applicable and serve as technical lead.
  • Perform other duties as assigned.
What You’ll Need
  • Bachelor's degree in Engineering, Architecture, Construction Management or related field and 9 years relevant experience, or
  • In lieu of education, 13 years relevant experience with development of cost estimates.
What We Prefer
  • AACE Certified Estimating Professional (CEP), Certified Cost Professional (CCP), ASPE Certified Professional Estimator (CPE) or equivalent.
  • Minimum 3–5 years working for a general contractor with primary focus on highways and bridges.
  • Proven experience preparing and leading Independent Cost Estimates (ICE) for P3 (Public‑Private Partnership) projects, Comprehensive Development Agreement (CDA) phase, change orders, procurement documents and major infrastructure projects.
  • Experience developing Independent Rough Order of Magnitude (ROM) estimates, including crew assembly, production rates and project overhead costs for concept studies, value engineering, design workshops and alternative technical concepts (ATCs).
  • Experience across at least two phases of the project lifecycle (e.g., pre‑design, design, procurement, construction, post‑construction).
  • Prior work as a client's PM/CM agent, providing program management or construction management services.
  • Proficiency in estimating software (HCSS Heavy Bid, InEight, Heavy Job, Pro Core, Bid Net Estimator, Viewpoint Estimating, Primavera).
  • Strong knowledge of earthwork, paving, structures, utilities and traffic control methods.
  • Expertise in risk analysis, life‑cycle cost modeling and bid strategy development for complex infrastructure projects.
  • Excellent communication and presentation skills for interaction with DOTs, concessionaires, subcontractors and stakeholders.
