The OpportunityBlack & Veatch has an exciting opportunity for a Senior Program Manager and Technical Advisor focused on water and wastewater projects and programs across Texas and the central region. This strategic role supports our growth in the water solutions business by delivering world‑class planning, design, and implementation services for large projects and programs.

Key Responsibilities- Lead major projects or programs from planning through construction, presenting updates to external client stakeholders and supporting decision‑making.
- Manage program schedule and budget using Black & Veatch’s internal processes while overseeing large interdisciplinary teams of internal and sub‑consultant resources.
- Lead a team that delivers technical solutions in water supply, treatment, distribution, wastewater collection, biosolids management, recycled water, and utility infrastructure systems.
- Provide recommendations on client processes, organization, and readiness for major programs and alternative project delivery methods.
- Sponsor risk‑based assessments to develop and prioritize capital improvement programs.
- Provide project execution, quality control, and technical leadership to support large water and wastewater projects, identifying innovative solutions to maximize benefits to municipalities and utilities.
- Support marketing and business development, including proposal development and project interview activities.
- Build relationships with clients and decision makers in Texas in collaboration with Client Directors and the Area Director.
- Mentor professionals and grow the team by identifying high‑quality candidates and recruits.
- Professional Engineer (PE) license in Texas.
- 20+ years of relevant water engineering experience, including infrastructure planning, asset management, CIP optimization, detailed design, and construction.
- Experience managing large water and wastewater programs and projects.
- Knowledge of water and wastewater conveyance and treatment regulations.
- Proficiency in technical leadership surrounding water and wastewater infrastructure systems.
- Excellent verbal and written communication skills, comfortable in client‑facing technical discussions.
- Experience overseeing technical tasks and project teams performing studies and assessments of water and wastewater projects.
- Proficient in report writing and PowerPoint presentations.
- Strong written and verbal communication skills, able to work both independently and within a team.
- Willing and able to travel to project sites and client meetings as needed.
- Bachelor’s degree or equivalent experience.
