The Program Manager for the National Center for Construction Education and Research (NCCER) and U.S. Department of Labor (DOL) apprenticeship program is responsible for the comprehensive oversight, administration, and growth of a registered apprenticeship initiative. This role ensures the program meets all NCCER accreditation and DOL standards and critically, all requirements of the Inflation Reduction Act (IRA) to enable employers to qualify for enhanced clean energy tax credits.

While providing high-quality, hands‑on training and related technical instruction to apprentices. The manager serves as the key liaison between the organization, apprentices, instructors, and employer partners, ensuring a seamless and successful program experience for all stakeholders. 🤝

Key Responsibilities
  • Program Management & Compliance: Oversee the day‑to‑day operations of the registered apprenticeship program. Ensure strict adherence to all DOL and State Apprenticeship Agency (SAA) regulations, including apprentice‑to‑journeyperson ratios, on‑the‑job training (OJT) hour requirements, and related technical instruction (RTI) standards. Maintain accurate and up‑to‑date program records in accordance with DOL and NCCER requirements.
  • Curriculum & Instruction: Implement and manage the NCCER curriculum, ensuring all training is delivered by certified NCCER instructors. Coordinate with instructors to ensure OJT and RTI components are aligned and that apprentices are progressing through the standardized, modular‑based training system.
  • Apprentice Recruitment & Support: Develop and execute a recruitment strategy to attract diverse candidates for the apprenticeship program. Manage the apprentice application, screening, and selection process. Provide ongoing support, mentorship, and counseling to apprentices to ensure their success in both the classroom and on the job site.
  • Employer & Partner Relations: Cultivate and maintain strong relationships with CEF Construction Education Foundation. Work directly with CEF to place Electrical apprentices in OJT roles and monitor their progress.
  • Reporting & Administration: Prepare and submit required reports to the DOL Office of Apprenticeship or SAA. Track and report on key program metrics, such as apprentice enrollment, completion rates, and job placement data. Manage the program budget and ensure efficient use of resources.
  • Certifications & Credentials: Facilitate the process for apprentices to earn both their NCCER credentials and their nationally recognized DOL Certificate of Completion, a portable credential that validates their skills.
Qualifications
  • Experience: A minimum of 3‑5 years of experience in program management, workforce development, or a related field, preferably within the construction or skilled trades industry. Experience managing a DOL or state‑registered apprenticeship program is highly desirable.
  • Demonstrated understanding of the prevailing wage and apprenticeship requirements of the Inflation Reduction Act (IRA) and the ability to manage a program in compliance with these regulations.
  • Certifications:
    NCCER Master Trainer or Instructor certification is strongly preferred. Other relevant certifications, such as a Certified Apprenticeship Professional (CAP), are a plus.
  • Skills:
  • Thorough understanding of DOL apprenticeship standards and the NCCER system.
  • In‑depth knowledge of IRA clean energy tax credit apprenticeship requirements, including labor hour percentages, daily ratios, and documentation best practices.
  • Excellent leadership, organizational, and communication skills.
  • Proven ability to manage multiple projects, budgets, and stakeholders.
  • Strong problem‑solving and interpersonal skills, with the ability to work effectively with a wide range of individuals, from apprentices to executives.
  • Proficiency in data management and reporting software.
