Job DescriptionThe Manager of Special Education Legal Compliance provides critical support to special populations, faculty, and school leaders, ensuring compliance with IDEA, Texas State Education Law, Section 504, and related regulations. This role collaborates closely with state staff, regional curriculum teams, and school-based personnel to deliver high‑quality, individualized educational programs for students with diverse learning needs.
Position SummaryLead and coordinate statewide systems that ensure legal and regulatory compliance, operational excellence, and equitable access to services for students with disabilities across KIPP Texas. Oversee special education enrollment, records transfer, PEIMS reporting, TEA complaints, critical cases, state performance plan indicators, and audits.
Core Responsibilities- Strategic planning: support the implementation of the Special Education Strategic Plan and set performance targets aligned with key metrics.
- Legal framework & compliance: maintain expertise in IDEA, Texas State Education Law, Section 504, and MTSS systems.
- Enrollment & records: develop and manage procedures for identifying, enrolling, and tracking students with disabilities, ensuring adherence to IDEA and TEA timelines.
- Data analysis: analyze school data (MTSS, 504, ARD) to support compliance decisions, recommend professional development, and improve instructional practices.
- Stakeholder engagement: cultivate trust among teachers, parents, administrators, and coordinate with internal departments to troubleshoot issues.
- Professional development: co‑facilitate PD sessions on compliance and best practices, provide monthly coaching, and deliver training on organization structures.
- PEIMS & data compliance: ensure all IEPs, 504 plans, and related documentation meet federal, state, and district regulations; lead coding and reporting activities.
- Other duties as assigned by the Senior Director of Special Populations.
- Bachelor’s degree required;
Master’s degree preferred. - At least 3 years of experience teaching with a focus on special education services.
- In‑depth knowledge of MTSS, 504, and the 13 IDEA eligibility categories.
- Understanding of content standards, assessments, and local/ federal special education regulations.
- Proficiency with computer tools:
Microsoft Office, Google Suite, Outlook.
