This role is hybrid and located at one of our regional offices.

As the Pursuits Strategist, you will lead and manage the pursuit of large and/or complex proposals for BV’s Federal Business, working with clients including the DOD, NAVFAC, and USAID.

• Lead and manage the overall capture and proposal development process from Pre‑Proposal through Post Proposal phases.
• Serve as lead proposal section writer (e.g., Management, Technical, Capabilities, Past Performance, Staffing) authoring original content.
• Interpret federal solicitation requirements and guide teams in creating compliant, compelling, and responsive narratives.
• Develop schedules, outlines, writing templates, compliance matrices, and presentations for the team.
• Lead and/or oversee production (edit, compilation, quality control) and submission of final proposals.
• Organize and facilitate proposal meetings and review sessions, including color team and brainstorm.
• Recommend on win strategy, technical solution, themes, discriminators, and compliance to increase proposal scorability.
• Support lead proposal manager, volume lead, and other roles as needed.

• Prior leadership in proposal efforts for contracts valued $75M+ and IDIQ/GWACs over $250M.
• Strong strategic‑thinking and problem‑solving skills.
• Proven experience in proposal writing across all solicitation sections.
• Ability to create original content using interview and research techniques.
• Proficiency with Microsoft Office, SharePoint, and Adobe CS.
• Bachelor’s Degree in a relevant technical or business field.
• 20+ years of related experience, including 10+ years in federal capture and proposal management.
• Track record of producing high‑scoring proposals.
• Excellent organizational and communication skills.
• Understanding of the federal procurement process and regulations (e.g., FAR).
• Ability to meet deadlines, including nights, weekends, and holidays.
• Willingness to travel (≤10%).

• Bachelor’s Degree or equivalent experience.
• 12+ years of pursuit coordination, business development, or strategy experience.
• U.S. citizen.
• Ability to complete pre‑employment onboarding, including background checks, drug screen, and motor vehicle records search.

Certifications: Formal proposal training and/or relevant certifications (e.g., APMP, PMP) preferred.

Hybrids or flexible work options may be offered after 90 days based on performance and work assignments.

Salary for this position is competitive and commensurate with experience and qualifications.
