Proposal Manager

CEC seeks a Proposal Manager to be a key member of our Pursuit and Order Capture (P/OC) efforts. The Proposal Manager will work closely with Capture Teams to facilitate the development and production of responses to customer requests for information, proposals, and other responses in support of new opportunities. This individual will collaborate with the Capture Center and team members, reporting to the VP of Sales and Marketing.

• Understand the business development lifecycle and experience in proposal planning, development, and post-submission phases.
• Create proposal timelines and issue assignments to team members.
• Ensure deadlines are met and facilitate team coordination.
• Present proposals to supervisors and organizational stakeholders.
• Collaborate with departments to craft and implement proposals.
• Demonstrate skills in technical and persuasive writing, editing, and publishing within a complex environment.
• Motivate and lead teams to achieve organizational goals.
• Manage the proposal development process, including reviews and compliance checks.
• Coordinate facilities and resources for proposal development.
• Support review processes, document preparation, and proposal content management.
• Lead proposal efforts from outline creation to final delivery.
• Maintain proposal content libraries and uphold company values and ethics.
• Report quality issues and adapt duties as needed.

• Bachelor's degree with 8 years of relevant experience or advanced degree with 5 years of relevant experience.
• Willingness to travel minimally for pursuits.
• Ability to obtain U.S. DoD security clearance and U.S. citizenship.
