Kiliuda, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking an Acquisition Specialist with a Top Secret Clearance to join our team in Dahlgren, VA.
Position ResponsibilitiesContract administration support services including but not limited to the following:
- Execute pre/post award contract management actions on various contracts with a variety of contract types.
- Assist the Government Acquisition team with Market Research, including preparing Requests for Information, organizing responses, and reporting findings.
- Review acquisition packages for adequacy, completeness, consistency, and compliance with administrative, regulatory, and procedural requirements.
- Recommend revisions based on an understanding of the applicable regulations and policies and Contractor experience as applicable. Communicate with the Government Contracting functional team on this process and emphasize unresolved concerns.
- Research and recommend appropriate action, contract type, or interpretation of contractual issues.
- Prepare unclassified contract actions in the mandatory DAF contract writing system. Within three (3) months of starting, demonstrate proficiency in the contract writing system as determined by the designated Government Contracting Subject Matter Expert.
- Prepare classified contract actions using the standard procedures identified by the designated Government Contracting SME.
- Assist in the preparation of solicitation documents selecting appropriate provisions and clauses, ensuring all relevant attachments are complete, and in compliance with the approved acquisition strategy.
- Assist in the monitoring of contract performance through progress reports and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract.
- Prepare contract modifications assigned by Government Contracting personnel for purposes including but not limited to changes in technical requirements; obligating incremental funding; changes in quantities to be delivered; and exercising options.
- Assist with cost and price analysis of offeror proposals, write complete, logical memoranda to document fair, reasonable, and realistic (when applicable) price negotiation objectives, and the outcomes of negotiations.
- Prepare documentation for contract actions requiring formal review, ensure compliance with all laws and regulations, and make earnest attempts to ensure packages are approved within the planned acquisition schedule.
- Assist in the preparation of replies or packages to other involved agencies, appeal boards, or congressional inquiries/notifications as required.
- Assist in the preparation of Request for Information packages and be the focal point for replies under the Freedom of Information Act and other inquiries.
- Prepare letters, memoranda, documents, or reports that support contractual actions or recommendations.
- Conduct contract close-out procedures and prepare required documentation for Contracting Officer in accordance with the FAR. The Contractor shall assist with handling, storage, and disposal of close-out files according to FAR 4.805.
- Track and log open Purchase Requests (e.g., DAF Form
9), Military Interdepartmental Purchase Requests (MIPRs), and other funding documentation until the funds are awarded on a contract. - Update the Government’s contract data tracking systems by:
- Entering contract information
- Updating contract status and information
- Uploading and maintaining quality documents
- Comply with all aspects of the Privacy Act (PA) and safeguarding of Personally Identifiable Information (PII) in the execution of duties.
- A completed bachelor’s degree with a minimum of 24 semester credit hours in Business Administration, Public Administration, Contract Law, Accounting, Finance or related coursework.
- A minimum of either three (3) years as a Department of the Air Force (DAF) Contract Specialist or five (5) years as a Contract Specialist in the Federal Civil Service or active duty United States Armed Forces.
