The role:
Capital Projects team have delegated responsibility within the Boards governance to procure, manage, and deliver construction projects within the parameters of scope, funding and programme set by the governance groups.

Key responsibilities:Capital Projects – General
- Support the planning, management and delivery of capital building projects, ensuring strong project management, cost control and value for money.
- Oversee staff involved in capital projects and manage contractors and design teams to ensure effective, economical service delivery.
- Ensure projects are completed to specification, on time and within budget, including integration of specialist medical equipment.
- Develop project briefs, design proposals and business case inputs, ensuring compliance with healthcare design guidance and statutory standards.
- Liaise with planning authorities and work closely with clinical and non‑clinical staff to minimise disruption and manage risks during construction.
- Maintain project plans, monitor progress, manage financial controls, and ensure lifecycle and maintenance considerations are built into designs.
- Contribute to the Board’s Property Strategy and work with sustainability teams to improve environmental performance.
- Provide professional technical advice on all building‑related matters.
- Help develop and maintain accurate capital budgets for new build and refurbishment projects.
- Work with service managers to progress business cases and ensure statutory standards and design guidance are followed.
- Manage major capital projects through planning and design teams, ensuring best design solutions.
- Prepare required project returns and assist with Audit Scotland submissions.
- Support the Senior Manager in planning and monitoring delivery of the capital plan.
- Review performance of professional advisors and ensure corrective action where needed.
- Monitor project quality, programme compliance and design standards, and contribute to post‑project evaluations.
- Identify and report cost pressures, agreeing remedial actions to maintain financial performance.
- Advise on construction‑related changes and their impact on cost and time.
- Support financial monitoring systems, including change control and reporting.
- Participate in developing service and investment plans, including strategic investment planning.
Qualifications
- Degree‑level qualification (or equivalent) in a construction‑related discipline.
- Professional accreditation or membership desirable (e.g., RIBA, RICS, MCIOB, MCIPS, CIAT, CIBSE).
- Evidence of ongoing professional development.
- Minimum 5 years’ relevant construction project management experience.
- Strong understanding of national building procurement routes, contracts and capital project management.
- Knowledge of NHS and Government design standards and health planning guidance.
- Proven problem‑solving and change‑management capability.
- Ability to make informed judgements across diverse projects, considering legislation, Health & Safety, service needs and financial pressures.
- Able to provide expert advice on construction‑related matters.
- Delivery of construction projects up to approx. £25m (public and private sector).
- Strategic estate planning and campus‑wide planning.
- Construction project management across full project lifecycle.
- Understanding of building and engineering maintenance principles.
- Knowledge of sustainable design, renewables and low‑carbon technologies.
- Cost planning, cost control and change management.
- Understanding of statutory consents and approval processes.
- Experience with procurement routes and tendering procedures.
- Familiarity with current industry‑standard building contracts.
- Experience briefing and designing healthcare facilities, including working with clinical user groups.
