Delivery Lead

An experienced delivery leader responsible for managing complex cloud and digital initiatives that support public sector transformation. Skilled in overseeing agile delivery across infrastructure, software, and service platforms with a strong focus on stakeholder engagement, budget management, and governance. Brings deep understanding of cloud technologies (Azure, AWS, GCP) and modern delivery models to ensure secure, scalable, and citizen-focused solutions. Expert in driving cross-functional collaboration, aligning IT strategies with policy outcomes, and promoting continuous improvement across programmes.

Shape and oversee delivery strategy for cloud Dev Ops programmes aligned with public sector transformation goals.

Develop delivery roadmaps and prioritise initiatives based on organisational impact and stakeholder needs

Influence cross-departmental alignment to ensure shared goals and consistent delivery frameworks

Team & People Management

Lead multidisciplinary agile teams including cloud engineers, Dev Ops specialists, analysts, and testers

Facilitate mentoring, coaching, and performance development to foster a high-performing delivery culture

Ensure resource planning supports sprint velocity and long-term delivery capacity

Oversee implementation of cloud-native architectures, container platforms, and hybrid infrastructure solutions

Review and guide adoption of Infrastructure as Code (IaC) and automation workflows

Collaborate on scalability, resilience, and high availability designs across platforms

Delivery Operations & Agile Governance

Manage sprint planning, backlog prioritisation, and iterative delivery in line with agile methodologies

Monitor delivery metrics (e.g. deployment frequency, change failure rate, lead time for changes)

Maintain delivery boards and cadence in Jira, Azure Dev Ops, or similar tools

Risk, Compliance & Security

Champion secure delivery practices aligned with GDS guidelines and NCSC principles

Ensure continuous compliance with data protection, accessibility standards, and public procurement frameworks

Mitigate delivery risks proactively through governance, stakeholder collaboration, and technical checks

Build and maintain strong relationships with internal teams, government departments, citizens, and external suppliers

Manage third-party delivery performance and SLA adherence across cloud and Dev Ops tooling

Drive consensus and transparency across technical and non-technical audiences

Promote a culture of experimentation, learning, and feedback

Evaluate emerging Dev Ops tools, cloud patterns, and delivery models for continuous service improvement

Support retrospectives and knowledge-sharing across delivery teams

The Operations Delivery Lead will be a well-rounded in service deliver, applications or infrastructure management and should possess the following experience & characteristics:

  • Experience of service delivery in either a legacy or digital environment
  • A detailed working knowledge of the Industrialised Delivery Model
  • Ability to read and understand a Client contract
  • Ability to produce robust mitigations for failed SLA’s where appropriate.
  • Ability to review and update documentation for presentation to a client
  • Experience of communicating and presenting clearly to senior management and Client
  • A working knowledge of ITIL on practical level
  • Ability to work across teams and present a single view of service
  • A financial awareness of internal service charging mechanisms
  • Awareness and understanding of Digital strategy
  • Business and technical acumen, strong interpersonal skills
  • Good negotiation & communications skills
  • Highly self-motivated, Self-Starter and results-oriented
  • Clear and logical thought processes
  • Able to think outside the box to drive tactical resolution’s
  • Responds well to, and operates effectively under, pressure
