** Description of Work
** The primary purpose of this position is to oversee and manage all utility coordination and relocations for Division 6. The Division Utility Engineer will serve as liaison between PEF (Private Engineering Firms) and Design Units to oversee the Preliminary Engineering of Utility Conflicts/Relocations as well as correspond with Division Utility Coordinator and Utility Companies during Right of Way Acquisition to relocate utilities efficiently and effectively at the earliest possible time to eliminate/reduce/reduce delays and contractor claims.
Position implements advanced engineering criteria and innovative construction methods while adhering to applicable environmental regulations and roadway design standards to support relocation and placement of utilities along highway rights of way and proposed corridors to effectively manage and coordinate major project development efforts of NCDOT. Work may include, but is not limited to, managing DOT Personnel, consultants and CEI personnel to determine utility conflicts;

engineer utility relocations; and oversee the relocation of utilities prior to contractual highway construction for all Division 6 Managed highway projects.
This work oversees investigating and analyzing utility facilities; designing and engineering utility relocations; assuring adherence to utility relocation schedules; developing contract documents and estimates; authorizing utility company relocations; reviewing utility plans prepared by others and providing engineering opinions and assistance on utility installations; field inspection for verification of data contained therein; scoping and reviewing work performed by consulting engineers; and consultation with interdepartmental units and utility owners.

The applicant should have advanced working knowledge to use computers for office work (MS Word, Excel, Access, SAP) and CADD (Micro Station, GEOPAK).
A working knowledge of NCDOT policies for accommodating utilities and NCDEQ regulations for water and sewer design is needed. Travel to field sites for meetings and investigations with occasional overnight travel is required. The position requires the ability to train and provide technical assistance to other employees, and give clear instructions and directions to employees, utility company personnel, consultants and DOT staff concerning utility/highway matters.

** Management prefers applicants with the following:
*** Experience in developing utility relocation strategies and providing coordination and relocation services to accomplish removal, relocation, and modification of utility facilities (water, sewer, gas, electric, telecommunication, etc.) impacted by highway improvement projects including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners.
* Working knowledge of all policies, regulations, and engineering standards set forth by the Federal Highway Administration, the Department of Transportation, Division of Highways, and the North Carolina General Statutes related to utility relocations.
* Knowledge in innovative construction methods while adhering to all environmental regulations and roadway design standards.
