Position Summary

Culpeper County, Virginia, is seeking a highly organized, tech‑savvy, and adaptable professional to serve as Clerk to the Board of Supervisors. This critical role provides comprehensive administrative support to the seven‑member Board of Supervisors, ensuring efficient operations, compliance with state and local laws, and accurate record‑keeping. Amid the County's ongoing technology modernization initiatives and the recent resignation of the County Administrator, the Clerk will temporarily assume select public‑facing duties, such as coordinating community communications, facilitating briefings, and supporting project management for key initiatives.

This position requires strong communication skills, discretion, technical proficiency, and the ability to manage multiple priorities in a dynamic public service environment.

Job Functions Essential Duties And Responsibilities
  • Attend all regular, special, and work‑session meetings of the Board of Supervisors; record proceedings, announce votes, and prepare accurate minutes and summaries of actions taken.
  • Prepare, post, and distribute meeting agendas, packets, and supporting materials in compliance with Virginia's Freedom of Information Act (FOIA) and local ordinances.
  • Maintain and preserve official county records, including ordinances, resolutions, contracts, and other legal documents; ensure proper indexing, storage, and accessibility.
  • Serve as the custodian of the county seal and certify official documents as needed.
  • Respond to public inquiries, FOIA requests, and correspondence on behalf of the Board; act as a liaison between the Board, county staff, constituents, and external agencies.
  • Assist in organizing public hearings, advertisements for meetings, and other Board‑related events.
  • Provide research and historical information on past Board actions to support decision‑making.
  • Temporarily handle public‑facing administrative duties, including preparing and delivering briefings to senior audiences, coordinating community outreach, and supporting technology modernization projects during the transition period.
  • Utilize AI and LLM tools to enhance administrative efficiency, such as for research, document drafting, and data analysis in support of Board initiatives.
  • Support project management for county modernization efforts using Agile/Scrum methodologies and tools like Confluence and Jira.
  • Supervise or coordinate with administrative support staff as needed; provide guidance on procedures and compliance.
  • Perform other duties as assigned by the Board of Supervisors or County Administrator to support county governance.
Qualifications

Minimum Qualifications
  • Bachelor's degree in public administration, business administration, political science, history, or a related field; or equivalent combination of education and experience.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and record‑keeping software; experience with agenda management systems (e.g., Granicus or similar) is preferred.
  • Knowledge of Virginia state laws, including FOIA, the Code of Virginia related to local government, and parliamentary procedures (e.g., Robert's Rules of Order).
  • Excellent written and verbal communication skills, with the ability to draft professional documents and interact effectively with diverse stakeholders.
  • High level of integrity, confidentiality, and attention to detail.
  • Ability to work flexible hours, including evenings for Board meetings.
  • Demonstrated proficiency and exceptional comfort with numerous AI and Large Language Model (LLM) tools for tasks such as research, content generation, and process automation.
