Working as part of an established team, the Flood Risk Officer will support the Flood Risk Management team in delivering and communicating the Council’s statutory duties under the Flood and Water Management Act 2010, the Land Drainage Act 1991, and the Town and Country Planning Order 2015. The role sits within the Council’s Highway Service, acting in its capacity as the Lead Local Flood Authority (LLFA).
The postholder will manage a varied and challenging workload, including assessing and managing flood risk from surface water, groundwater, and ordinary watercourses. The role also involves responding to both major and minor planning applications, processing pre‑application enquiries, supporting Local Planning Authorities during plan‑making, and assisting the Senior Flood Risk Engineer with the consenting and enforcement of Land Drainage Consent applications.
- Assist the Flood Risk Manager in delivering flood risk functions, duties and responsibilities to enable the delivery of the Cheshire East Flood Risk Management Strategy.
- Provide technical advice on the implementation of the Surface Water Management Plan and Local Flood Risk Strategy, including advising on the requirements for flood risk management, revenue and capital improvements and mitigation that can be implemented through the statutory planning process.
- Collaborate with strategic partners such as the Environment Agency and United Utilities as required.
- Assist with the regulation and technical adequacy of new development and drainage works activity.
- Investigate flood events and report and publish details of relevant flooding risk.
- Identify, register and maintain critical structures or features considered to be a local flood risk.
- Degree or HNC in Civil Engineering or equivalent qualification.
- Full driving licence.
- Experience of corresponding with members of the public, Council Members, MPs and stakeholders using all forms of communication.
