Data Center Automation Integration Governance Manager

Join to apply for the Data Center Automation Integration Governance Manager role at Process Equipment & Controls
.

Process Equipment & Controls (PEC) is looking for an experienced leader to govern SCADA, Building Management System (BMS), and Electrical Power Monitoring System (EPMS) delivery on complex industrial and critical facility programs, including hyperscale data centers. You will be PEC’s single point of accountability for subcontractor‑executed controls scopes—driving project governance, scope control, integration coordination, risk management, and commissioning oversight in strict alignment with Engineer of Record (EOR) documents and Owner requirements.

Note:

This role does not perform system design or programming. Your mission is to ensure configuration, implementation, testing, documentation, and turnover are executed fully, correctly, and contractually by subcontract partners.

Pay Range

Base pay $/yr – $/yr.

Responsibilities
  • Morning:
    Set the Governance Rhythm
    • Engage as the primary PEC interface to SCADA/BMS/EPMS subcontractors.
    • Confirm that Division 25 and SCADA configuration/implementation tasks align to EOR‑issued drawings, standards, and specifications.
    • Track progress and deliverables against the master schedule; enforce scope, schedule, quality, safety, and documentation commitments.
  • Midday:
    Guard the Scope Boundaries
    • Validate that subcontractor activity is limited to configuration, implementation, integration, monitoring, visualization, alarming, and data presentation as defined by contract.
    • Strictly enforce exclusions, including but not limited to:
      • Control system design services
      • PLC, RTU, or OEM equipment programming
      • OEM equipment logic development
      • Relay protection configuration
      • Arc flash studies
      • Electrical construction or trade work
    • Verify that the following are provided by others as assumed in the subcontract: physical infrastructure, pathways, power distribution, network connectivity, virtualization platforms, and core cybersecurity controls.
  • Afternoon:
    Administer Change and Cost
    • Run the formal change order process for any deviation from EOR‑issued documents.
    • Identify gaps, conflicts, and risks early; elevate and resolve.
    • Review subcontractor Schedule of Values (SOV) and AIA billing for accuracy and compliance.
    • Support cost forecasting, change tracking, and financial reporting for assigned scopes.
  • All Day:
    Orchestrate Integration
    • Synchronize subcontractor work with PEC teams, other trades, commissioning agents, Owner representatives, and the EOR.
    • Maintain schedule adherence through phased construction, commissioning, and turnover milestones.
    • Manage the handoff and validation of data ingestion from BMS and EPMS through the Integration Control System (ICS) layer into SCADA.
    • Ensure SCADA configuration meets Owner and EOR cybersecurity requirements and standards.
  • Commissioning & Turnover:
    Close with Confidence
    • Coordinate participation across commissioning tiers: SCADA Levels 2–5; BMS/EPMS Levels 1–5.
    • Support Integrated Systems Testing (IST) planning and execution.
    • Verify completeness and quality of documentation, including:
      • SCADA configuration documentation
      • Tag lists and point schedules
      • Alarm matrices and priorities
      • Graphics inventories
      • Test scripts and test records
      • As‑built documentation
    • Ensure training, system walk‑throughs, and knowledge transfer are completed per contract.
Qualifications
  • Proven experience leading large industrial automation, critical facilities, or data center projects.
  • Expertise in subcontract management with strong contractual and financial controls.
  • Demonstrated ability to manage scope risk and enforce boundaries.
  • Deep knowledge of SCADA, BMS, and EPMS architectures.
  • History of coordinating complex multi‑discipline integrations.
  • Excellent communication with Owners, Engineers, subcontractors, and internal leadership.
Technical Proficiency
  • SCADA platforms, including Ignition SCADA
  • Rockwell / Allen‑Bradley environments
  • Protocols: BACnet, Modbus, OPC‑UA, SNMP
  • Familiarity with data center operations, redundancy strategies, and commissioning methodologies (strongly preferred).
Preferred
  • Hyperscale data center delivery experience
  • Familiarity with Division 25 specifications and Integrated Systems Testing (IST)
  • Experience under a formal Engineer of Record (EOR) model
