Qualifications

Master Educator License with the Special Education Consultant Endorsement or Professional Administrator License with PK-12 Principal/PK-12 Supervisor or a Professional Service License or a Statement of Professional Recognition with Iowa Board of Education Examiners. Requires demonstrated understanding of current Iowa special education law and special education compliance requirements along with a keen ability to articulate and promote best instructional and programming practices for students with IEPs to meet their goals in an MTSS model.

General

Summary

This role holds primary responsibility for the integrity, consistency, and defensibility of eligibility decision-making within the zone.

The Zone Eligibility Coordinator’s strengths include:
Child Find process and systems, evaluation practices, and equitable eligibility decision-making across their assigned zone and support agency initiatives for such. This role provides leadership to ensure that multidisciplinary evaluation teams deliver compliant, timely, and high-quality evaluations aligned with IDEA, Iowa Administrative Code, Iowa’s Eligibility and Evaluation Standards and GHAEA’s Logic Model Outcomes. The Eligibility Coordinator builds capacity in fellow staff, supports consistent, high-quality evaluation practice, and partners with districts and administrators to ensure students are appropriately identified and supported both universally (as pertaining to FAPE after identification) and individually based on IEP, as measured by goals and goal growth and attainment.

The use of data as a tool for analysis, revision, and continuous improvement will be critical to measuring success criteria for this position.

Essential Functions & Responsibilities

Core Eligibility Coordinator Responsibilities (Agency-Wide Expectations)

  • Serve as the zone’s system reference point for Child Find and Evaluation
    , ensuring alignment between district practice, agency expectations, and state requirements.
  • Promote a positive mindset and build strong relationships within the team, across disciplines, and with district administrators.
  • Model service-centered leadership
    , aligning actions to GHAEA’s mission, vision, and core values.
  • Provide discipline and agency leadership within the zone and serve as a primary point of contact for evaluation-related matters within the assigned zone, while simultaneously working with other Coordinators, the Supervisor of the Specialized Cadre, and other Supervisors and Administrators to ensure consistency across the agency.
  • Support the implementation of Logic Model Outcomes (specialized cadre team will work together on updating or creating this vision), driving coherence and fidelity in scientific practices.
  • Plan and co-facilitate PLCs/PLTs to integrate Logic Model Outcomes and strengthen team-wide evaluation practices working closely with other AEAs, their Center for Excellence leadership, and the Iowa DoE (Regional Special Education Director and Educational Program Consultants) for code requirements and compliance, standardization of policies, procedures, practices, and protocols with an emphasis on priority work.
  • Build capacity in individuals and groups to ensure consistent, high-quality evaluation processes.
  • Collect and use implementation data to support data-informed decisions and improved Child Find practices.
