Job SummaryThis recruitment will fill one full-time Fiscal Coordinator 2 position in the Financial Strategic Services department at Oregon State University. The role supports the interpretation, development, and implementation of policies and procedures, performing highly complex multi-fiscal functions such as analysis, auditing, projections, payroll, budget management, and financial solutions recommendations. The position communicates college, university, state, and federal policy and guidelines to units and collaborates with Directors, Unit Heads, central university business partners, and external vendors.
The role operates autonomously within management parameters, may lead work duties, and coordinates the work of other staff members.
The incumbent must be highly organized, articulate, results‑oriented, collaborative, and proactive in prioritizing workload. They must comply with internal systems and standards when dealing with customers.
Key Responsibilities 65% Budget & Fiscal Analysis and Reporting- Conduct financial planning, forecasting, analysis, budgeting, reporting, and systems oversight; recommend solutions to stakeholders.
- Generate variance reports, extract data from the university’s financial information system and interpret reports from colleges and other sources.
- Collect information, make recommendations, and implement budget decisions.
- Communicate budgetary and financial information to stakeholders.
- Prepare and evaluate various fiscal reports (monthly/quarterly/year‑end, auditing, budget projections).
- Provide guidance for other accountants on fiscal reporting.
- Create, maintain, and modify reports using Excel, Banner, CORE, and/or Jaspersoft; prepare special reports and studies as requested.
- Forecast and analyze revenue and expenditure trends.
- Monitor and reconcile various funds (Education & General, grants, self‑support, foundation accounts).
- Interpret university and agency guidelines; determine correct application to accounts.
- Develop long‑range financial planning documents.
- Prepare, compile, and provide fiscal reports using the university’s financial information systems.
- Track errors, process correcting journal vouchers, assign appropriate codes, and ensure audit trail.
- Process budget changes via journal voucher or in coordination with the Accounting Service Center and OSU Office of Budget and Resource Planning.
- Oversee compliance with rules and regulations across payroll, purchasing, travel, budget, and research activities.
- Review and approve payments in Banner/Benny Buy as needed.
- Coordinate fiscal year‑end closing activities to meet deadlines.
- Respond to financial issues with internal and external customers.
- Participate in committees and work groups.
- Participate in goal setting and monitoring of metrics within Financial Strategic Services.
- Provide backup support for managers and co‑workers as needed.
- Suggest workflow and process improvements.
- Participate in training and professional development activities.
- Perform other duties as assigned by supervisor.
- Twenty‑four (24) quarter, 16 semester, or 240 clock hours of accounting courses and three years of accounting experience; OR a CPA or PA certificate and three years of accounting experience.
- Accounting experience must include at least eight of the following: creating policies for fiscal operations; ensuring the accounting system reflects program/agency operations; analyzing regulatory impact on budgeting systems; ensuring compliance with accounting practices and policies; formulating corrective actions and system improvements; developing and monitoring system reports; preparing and distributing fiscal reports; applying computer spreadsheets and accounting software; managing total accounting functions;
