The Nueces Center for Mental Health and Intellectual Disabilities (MHID) is dedicated to helping the residents of Nueces County who are living with mental illness and/or intellectual and developmental disabilities. We serve over 10,000 people each year with psychiatric and behavioral health care outpatient services, counseling, training, employment assistance, housing support, homeless outreach, children's mental health care and more.

General Description

Provides screening, assessments, clinical, and managerial oversight of the Jail Based Competency Restoration Program (JBCR) and Outpatient Competency Restoration (OCR), reporting to the courts as required under article 46B.079.

Competency restoration programs provide competency restoration services, which include mental health and substance abuse treatment services, as well as legal education, for individuals found Incompetent to Stand Trial (IST). The program is designed to:

  • Reduce the number of individuals determined to be IST with mental illness or co-occurring psychiatric and substance use disorders on the State Mental Health Hospital clearinghouse waiting list for in and out patient competency restoration services;
  • Increase prompt access to clinically appropriate services for individuals determined to be IST who do not require the restrictiveness of a hospital setting;
  • Reduce the number of bed days in State Mental Health Hospitals used by forensic patients from Contractor's local service area.

Services to be provided include Screenings and/or assessments may be administered at the facility or at any place deemed necessary by the center and or /courts. Responsible for providing class instruction of HHSC approved curriculum, maintaining documentation, provide reports to the judicial system. Ensures clinical documentation is in compliance. Maintains compliance of standards (Joint Commission, Medicaid, OPM, and HHSC).

Minimum Qualifications

A minimum of a Masters or advanced degree from an accredited college or university with a major in a social, behavioral, or human service field including, but not limited to, psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human development, gerontology, educational psychology, and education. Must be licensed in the state of Texas or a reciprocity state as a Licensed Professional Counselor, Licensed Clinical Social Worker, Psychologist or Licensed Marriage and Family Therapist.

3 or more years' experience in behavioral health services. Must have reliable transportation, a valid driver's license at all times, liability insurance, and a good driving record. May use personal vehicle to conduct business.

Preferred: 2 or more years supervisory experience in behavioral health.

Knowledge, Skills, and Abilities

1.) Ability to plan, develop, and implement clinical programming.

2.) Ability to analyze behavioral deficits; to develop plans for implementing and monitoring rehabilitation activities in skill acquisition and behavior management; to communicate effectively; and to plan, assign, and/or supervise the work of others.

3.) Ability to provide clinical services and oversight;
Ability to establish goals and objectives, to devise solutions to administrative problems, to develop and evaluate administrative policies and procedures, to prepare concise reports, to interpret regulations, to communicate effectively, and to assign and supervise the work of others;

4.) Ability to work cooperatively and collaboratively with a variety of professionals and non-professionals;

5.) Knowledge of client advocacy;

6.) Ability to organize work efficiently and prioritize schedule.
