SUMMARY
Assists the County Engineer in managing and directing the development and implementation of engineering projects and programs, including planning, design, and construction.
The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed by the supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIESOther duties may be assigned.
- Inspects roads, bridges, rights-of-way and drainage ditches, traveling throughout the county for on-site inspections.
- Compiles and maintains records for various rehabilitation or construction projects.
- Assists in preparing department budgets.
- Coordinates, plans, and evaluates projects using project management methodologies.
- Coordinates project activities with other state agencies, governmental jurisdictions, or private contractors.
- Monitors and manages project cost to ensure project is completed within budget.
- Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
- Compiles and distributes project information and project status reports.
- Inspect utility permits.
- Maintain construction project records.
- Maintain/Monitor Storm Water Pollution Prevention Plan and keep records.
- Coordinate and monitor building fire extinguisher inspections.
- Prepare safety meeting material for the Department of Public Works and maintain safety meeting records.
- Assist with underground storage tank testing and maintain program records.
- Manage Hazard Communication Act program for the Department of Public Works.
Carries out responsibilities in accordance with Nueces County policies and applicable laws. Responsibilities may include training employees; planning, assigning, and directing work; appraising performance.

EDUCATION and/or EXPERIENCEHigh school diploma or general education degree (GED) plus five years of experience in the repair of roads, bridges, and drainage structures.
Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only.
LANGUAGE SKILLSAbility to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of clients, customers, and the general public.
MATHEMATICAL SKILLSAbility to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITYAbility to solve practical problems and deal with a variety of concrete variables. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONSTexas Motor Vehicle Operator's License. Must obtain certification as a Defensive Driving Instructor within six months of employment.
OTHERSKILLS AND ABILITIES
- Ability to read and interpret applicable plans, schematics, blueprints and maps.
- Basic traffic management and control procedures.
- Knowledge of testing methods, processes and procedures.
- Knowledge of plans, specifications, and review, processing and compliance requirements.
- Knowledge of effective management principles and practices.
- Thorough knowledge of the methods, practices, equipment and materials used in the construction and maintenance of roadways and bridges. This includes knowledge of carpentry, concrete work, surveying and office work with relation to maps.
- Ability to communicate effectively, especially orally, with persons of varying educational backgrounds.
- Ability to maintain complete and accurate records and to prepare accurate estimates of materials, equipment and personnel needed for road and bridge construction projects and related activities.
- Ability to establish and maintain effective working relationships with other county employees and the general public.
